John Shurtleff, a Pleasanton resident, said he has been involved in youth sports <br />since 1992 and has been active in the soccer community and working with staff in trying <br />to utilize the fields resources that are currently available. He said that lighted sports <br />fields are needed in this community for all of the various sports groups. <br /> <br /> Grog Yount, a Pleasanton resident, said the community needs fields for all of the <br />various sports organizations. He believed the community needs a clear understanding <br />of the exact size of the Community Park as well as the uses that will be included. <br /> <br /> Mayor Hosterman closed the public comments. <br /> <br /> It was moved by Mr. Brozosky, seconded by Mr. Sullivan, to approve the <br />Option One process for reviewing the 50-acre Community Park Master Plan. <br /> <br /> Mr. Sullivan asked what plans would be forwarded to the Commissions for the <br />sports park portion of the community park? <br /> <br /> Mr. Rasmussen said the current third revised design plan prepared by M. D. <br />Fotheringham would be forwarded to the various Commissions. <br /> <br /> Mr. Wolfe pointed out that the plan that Mr. Thorne made reference to was the <br />first plan that was developed by RRM Design Group, which included a community <br />center/amphitheater and more amenities than the lighted sports fields. The Council at <br />that time directed staff to go back and focus on lighted sports fields in the northeast <br />corner of the Bernal property as it was the furthest distance away from any proposed <br />housing. The City's consultant and the Task Force together prepared a series of <br />changes that were then integrated into a second draft master plan that was reviewed by <br />the Parks and Recreation Commission. Unless Council provides different direction to <br />staff, the plan that the Commissions would be focusing on is M.D. Fotheringham's <br />revision to the second lighted sports fields design that was developed by RRM Design <br />Group. The third draft Master Plan was presented to the Community Park Task Force <br />and the Task Force recommended approval to the Parks and Recreation Commission. <br />Neither the Parks and Recreation Commission nor the Council has, as of yet, reviewed <br />the third draft plan. <br /> <br /> Mr. Sullivan supported Option One and believed it was a good approach to the <br />review process. He believed it is appropriate to move forward with one plan which will <br />simplify the process and be less confusing as well as speed up the process for the <br />sports fields. He supported Option One with the caveat that as this process goes <br />through the first few steps through the Commissions and the Town meeting, that the <br />matter come back to Council for it to determine how it wants to proceed from that point <br />forward. <br /> <br /> Ms. McGovern supported Option One and wanted the two plans to come <br />together. She would like for the two plans to be combined throughout the environmental <br />review process and for both plans to be ratified by the voters of this community. She <br />asked if the two plans for the Community Park could be forwarded to the Commissions <br />to review and comment on, as there are five Phase II Specific Plan alternatives that will <br />also be forwarded to the various Commissions.
