(SR 05:055) <br /> <br /> Jim Wolfe, Parks and Community Services Director, presented background <br /> information and provided the status of the Bernal property planning, which included the <br /> draft Bernal Property Phase II Specific Plan, the Community Park Master Plan and the <br /> Phase One Baseball Fields Plan. <br /> <br /> Wayne Rasmussen presented the review process options for the Community <br /> Park Master Plan. <br /> <br /> Mayor Hosterman asked staff to describe more fully the process of having these <br /> two long-term plans come together and dovetail for planning purposes. She noted that <br /> the draft Phase II Specific Plan and the Community Park Master Plan are separate from <br /> the Baseball Fields Plan process as the baseball fields are progressing independently, in <br /> order to allow construction to begin as soon as possible. <br /> <br /> Mr. Rasmussen noted that the process would include shared meetings with the <br /> Commissions, a Town Hall meeting, and a joint study session between the Parks and <br /> Recreation Commission and City Council, and ultimately to the Council for decision. <br /> Council will then be able to provide staff direction for finalizing the Draft Phase II Specific <br /> Plan text and the draft Community Park Master Plan, and also provide direction to staff <br /> in preparing the Community Park PUD development plan application package for formal <br /> hearings. An environmental impact review would be conducted. At this point, the <br /> community park and the specific plan processes are separate. He noted that the draft <br /> specific plan does not need to include uses, it can simply show an area where the <br /> community park would be located and could provide policies that relate to the uses that <br /> could potentially be located in the community park.
