6d
~'~Droval of contract Amendment One with LTD Enqineering inc. for engineerina
desian modifications for the Bernai property Channel Restoration project.
(SR 05:061)

Rob Wilson, Director of Public Works, and Phil Grubstick, Assistant Director of
Public Works/City Engineer, presented the staff report.

In response to an inquiry by Mr. Brozosky, Mr. Grubstick said staff anticipated
that Applied Biosystems would construct a portion of this work with the future
development of its campus. Applied Biosystem's expected building phases for future
development have not taken place, and subsequently, the anticipated modifications to
Sycamore Creek in this area will not be completed. The plans have been prepared and
will be addressed at a later time.

Mr. Brozosky believed that the alternate plan that is being used includes a
current pipeline that only requires work downstream to handle the extra flow.

Mr. Grubstick said that was correct.

Mr. Sullivan asked if the water flows would be a meandering stream or similar to
a channel?

Mr. Grubstick said the water flows would be a meandering stream. Along the
meandering stream will be a combined maintenance read as well as a pedestrian hiking
path.

Mr. Brozosky asked how long the drainage work for the Fairgrounds could be
delayed?

Mr. Grubstick said staff has taken interim steps to improve the drainage. A
significant amount of work was done to the open channel along the Bernal property. A
new connection was made between this channel and the Fairgrounds ditch, which has
alleviated a majority of the backup problems that have occurred coming out of the
Fairgrounds. Staff continues to work with the Fairgrounds to make sure that the existing
culverts crossing Bernal Avenue have adequate capacity to bring water to that channel.
In the past year, staff has cleaned out the roadside ditch along Bernal Avenue as well as
the Fairgrounds ditch that extends in the southerly direction.

Mr. Brozosky asked if there was a chance of the two lighted baseball fields being
flooded?

Mr. Grubstick said staff would like to work with Mr. Fotheringham to coordinate
this work with the design of the Community Park.

In response to an inquiry by Ms. McGovern, Mr. Grubstick said that the waterway
was designed at one point to be a focal or beautification point for the Community Park.
Staff wants to make sure that the waterway does not impact the land uses as there is an
adequate amount of water that flows out of the Fairgrounds and downtown Pleasanton.
He noted that there were several options considered, one of which considered having

Pleasanton City Council 11 02/15/05
Minutes
