Ms. Fox commented on the approach of this project by building on the ridge tops <br />rather than lower where the trees would be impacted. She would like to see what this would <br />look like from inbound Stanley Boulevard, from 1-680, from the chain of lakes area, from <br />Vineyard Avenue, and from the Staples Ranch property. She wanted visual renderings of the <br />view from other parts of town with the houses constructed and without trees in front of them. <br />Many times renderings are presented showing trees after ten years of growth. <br /> <br /> Mr. Brozosky asked if the applicant was required to include every single comment <br />made at this meeting in the EIR? Or are they waiting for direction from Council and the <br />Commission to say what must be included? <br /> <br /> Mr. Iserson said the comments speak for themselves. There is no particular need for <br />Council to reiterate the comments unless special emphasis on certain points is desired. <br />Certain comments will not be included, such as the faL't that economic impacts are not part of <br />an environmental impact report. The vast majodty of the comments will be included in the <br />EIR. <br /> <br /> Mr. Brozosky wanted to address ingress and egress in the event of an emergency for <br />the current residents. Impacts on school traffic should be reviewed. He had questions about <br />maintenance of the open space and the emergency vehicle access read. Is the city or <br />homeowners' association responsible? Can the public use the property if it is maintained by <br />the homeowners' association? The General Plan requires a five minute response time for this <br />area and he wanted to know how many engines could get to this area, not just one. He felt <br />one engine would not be enough to address a fire in this area. He wanted to consider impacts <br />on custom home development in the area and inquii'ed how long construction traffic would <br />last. A previous traffic model referred to quality of life measurements in neighborhoods and <br />he wanted to consider that for this area. That is different than level of service categories. He <br />noted the access road is heavily sloped and expressed concern about slowing the speed of <br />the traffic. He wanted to make certain the construction truck trips are considered in the EIR. <br />He asked what the impact would be if the Grey Eagle Homeowners' Association does not give <br />permission for the emergency vehicle access? Would that stop the project or would there be <br />alternative EVAs? His other points were addressed by previous speakers. <br /> <br /> Ms. McGovern compared the 1993 initial study environmental checklist with the current <br /> one and noticed impact on utilities in the current study is listed as "insignificant if mitigated." <br /> The report from Mundie noted problems with storm drainage. She felt that was "significant", <br /> not "insignificant if mitigated." She wanted consideration of sidewalks and bike paths and <br /> other ways for alternative types of movement from one place to another. She asked if an EIR <br /> considered the actual amount of developable land in a hilly area based on the General Plan. <br /> <br /> Mr. Iserson said there is a section of the EIRthat looks at General Plan conformity. <br /> Many of those issues are tied to other identified impacts, such as traffic and geotechnical <br /> things.
