It was moved by Mr. Sullivan, seconded by Mr. Brozosky, to direct staff to
proceed with the preliminary design plans and costa associated with reorienting
the driving range, to continue discussions with GE about an easement or fee title
on its property, to initiate discussions with the permitting agencies about the GE
property, and to initiate discussions with the developers of the residential lots
near the driving range to contribute towards the costs associated with reorienting
the golf course driving range.

Mr. Fialho pointed out that the golf course project is on an accelerated schedule
and the idea would be to continue seeding operations, which included the driving range.
The expectation is that it would be completed by June 2005. He needed Council to
provide staff direction to either hold back on completing this aspect of the project or
move forward simultaneously.

In response to an inquiry by Mr. Sullivan, Mr. Wilson anticipated staff would have
preliminary design information, including costs estimates to reorient the driving range
from the golf course architect within six weeks. He noted that it has been difficult for
staff to communicate with GE.

Mr. Sullivan suggested that staff return to Council with a preliminary design and
costs associated with reorienting the driving range once it is available. At that time, staff
could also apprise Council of the progress it has made with GE and the permitting
agencies.

Mayor Hosterman was concerned about holding up completion of the golf course.

Mr. Sullivan clarified that he was not suggesting holding off on the seeding
operations. He was suggesting that the seeding operations be done in parallel with the
preliminary design and costs associated with reorienting the driving range, and
discussions with GE and the various permitting agencies.

Mayor Hosterman pointed out that a driving range is an integral part of a golf
course and it should be included in the final completed project. She also pointed out that
the driving range would generate a significant amount of revenue.

Mr. Sullivan said he would be comfortable with opening the driving range after
the golf course opens if Council receives information that validates the need to reorient
the driving range.

In response to an inquiry by Mr. Brozosky, Mr. Wilson noted that the remainder of
the work that needs to be completed consists of concrete work to the tees, completion of
grading work and the preparation and seeding of the driving range. He noted that the
seeding operation would occur after staff returns to Council with a preliminary design
and costs associated with reorienting the driving range. Staff has sent a letter to GE
providing them with a preliminary design based on acreage and asking for their interest.
Staff has not received a response from GE and continues to pursue this issue.

Mr. Fialho reiterated that staff needed clarification on how to approach the driving
range construction. He recommended that staff continue the proposed construction
schedule to complete the golf course and the driving range, and parallel to that, pursue
preliminary design plans and costs associated with reorienting the driving range.

Pleasanton City Council 25 03/15/05
Minutes
