Mr. Roush was fairly certain that there would be a number of different <br />aJternatives that would be studied, including a reduced density development. <br /> <br /> Ms. McGovern asked if the Summerhill project that was rejected for the Spotorno <br />properties included an environmental impact review process for the bypass road as <br />included in the Specific Plan? <br /> <br /> Mr. Roush said the Summerhill development for the Spotorno property relied on <br />the environmental impact review process that had been conducted for the Specific Plan <br />that had been approved in 1998. He noted that there was a one-year difference <br />between that environmental review process and when the Spotorno plan was presented <br />in 1999. There was not a separate environmental review process that was conducted <br />for the Spotorno project. <br /> <br /> If the Summerhill development plan had been approved, Ms. McGovern asked if <br />the bypass road would have been built where the Specific Plan shows it? <br /> <br /> Mr. Roush said yes. He mentioned there might have been some slight alterations <br />to it depending on what would have occurred when the more intensive work was done in <br />the field. <br /> <br /> Ms. McGovern asked how many units were included in the Summerhill <br />development plan? <br /> <br /> Mr. Roush did not recall the number of units that were included in the flat area. <br /> <br /> Mr. Brozosky noted that the supplemental environmental impact review process <br />had already started. He asked when Council gave Greenbriar permission to start this <br />process? <br /> <br /> Mr. Roush recalled that Council authorized the approval of the contract between <br />the City and the EIR review process consultant in July or August of last year. Staff has <br />reviewed the scope of services that have been approved, and based on information that <br />it has been hearing, staff believes the scope of services will need to be revised in many <br />respects. <br /> <br /> Ms. McGovern asked if Council would still have the opportunity to request an <br />environmental impact review process that considers the bypass road as mentioned in <br />the Specific Plan. <br /> <br /> Mr. Roush said it is a given that the bypass road as mentioned in the Specific <br />Plan will be a part of the supplemental EIR process. <br /> <br /> Mayor Hosterman invited public comments. <br /> <br /> Joe Russo, a Pleasanton resident, urged Council to complete the golf course <br />project.
