He did not want to take the driving range out of operation to reorient it <br /> once the golf course is open. <br /> <br /> Mr. Wilson said the golf course would open with the driving range in its current <br /> configuration because there would not be sufficient time to have the design and the <br /> negotiations with GE completed and additional funding identified. One of the key points <br /> is that the redesign work for the driving range would be completed faster than trying to <br /> negotiate with GE about how much of its property would be needed. <br /> <br /> Mr. Brozosky asked for the length of time that it would take to have construction <br /> work completed to reorient the driving range if it was completed one year from now. <br /> <br /> Mr. Wilson said the construction work to reorient the driving range would take <br /> several months and several more months would be needed to allow the grass to grow. <br /> <br /> 6b(2) <br /> ByPass Road in the Ha~)~)v Valley S~3ecific Plan. (IR 05:012) <br /> <br /> Michael Roush, City Attorney, presented the staff report. <br /> <br /> Mr. Sullivan noted that the scoping session regarding the environmental impact <br /> review (EIR) for Greenbriar Communities Homes' proposed development plan for the <br /> Spotorno properties with the Planning Commission would be conducted next week. He <br /> asked when the draft environmental impact report would be released. <br /> <br /> Mr. Roush said the environmental impact review process would take <br /> approximately six months. <br /> <br /> In response to an inquiry by Mr. Brozosky, Mr. Roush said the environmental <br /> impact review process would focus on the bypass road location as opposed to the <br /> Specific Plan development. <br /> <br /> Mr. Sullivan wondered about the impacts of a bypass road in addition to the <br /> homes on the hills. He wondered if this should be part of that analysis. <br /> <br /> Mr. Roush was certain that it would be covered.
