Mr. Brozosky suggested Council consider pladmg advisory measures on the <br />June 7, 2005 Special Election ballot to gather public input regarding the West Las <br />Positas Interchange, the extension of Stoneridge Drive to El Charro Road, and high <br />density/residential developments. This could be considered at the January 25, 2005 <br />joint City Council/Planning Commission General Plan workshop, <br /> <br />8. COUNCIL COMMITTEE REPORTS <br /> <br /> Ms. McGovern provided a status update on the recent Livermore Amador Valley <br />Transit Authority meeting. The Committee discussed changes to various bus routes, <br />one of which will effect a portion of the Vintage Hills aroa. She mentioned that she <br />attended the League of California Cities Mayors and Council Members Academy. <br /> <br /> Mr. Sullivan provided a status update on the recent Livermore Amador Valley <br />Water Management Agency (LAVVVMA) meeting. At the meeting, new board members <br />were provided an overview of the JPA and its responsibilities. Staff presented the Board <br />with what it envisioned as LAVVVMA's five-year plan and what needed to be completed <br />on the pipeline project. The Board discussed whether it was feasible for LAVl/VMA to <br />conduct some type of offsite solar power project. The Board determined that it would not <br />be feasible for LAVVVMA to conduct an offset project. An onsite project could be a <br />possibility, but it was not on the agenda and therefore it was not discussed. The Board <br />discussed potential participation with the City of Pleasanton if it became a community <br />choice aggregator through AB 117. This is an ongoing study that the Energy Committee <br />was pursuing, which is now being followed by staff. <br /> <br /> Ms. McGovem asked staff for a copy of LAVWMA's five-year plan. She asked if <br />the five-year plan allowed LAVWMA to be in operation for an additional five years? <br /> <br /> Mr. Sullivan noted that someone has to maintain and operate the pumping <br />station facility. In addition to that, there is one segment of the pipeline in San Leandro <br />that has not been completed. There is also a question as to whether the City of <br />Livermore will participate, which he believed the Livermore City Council was considering <br />sometime this month. <br /> <br /> Mr. Roush mentioned that staff previously presented a report to Council <br />addressing issues relative to legal issues of the formal dissolution of LAWNMA. He <br />indicated that staff would provide this report to Council. This report will provide Council <br />a framework in terms of why LAVVVMA may not be able to dissolve totally because of the <br />outstanding obligation of the bonds. <br /> <br /> Ms. McGovern mentioned that she would be attending the next School District <br /> Liaison Committee meeting. Items on the agenda are public access at Hearst <br /> Elementary School, the bus chaperone idea, an update on the fields at Donlon <br /> Elementary School, and the Busch property update. <br /> <br />9.
