Mr. Blank felt it would be helpful to look at the existing levels of service, not the <br /> model, and then review the model levels of service. Then look at a delta table to see <br /> clearly what the model is showing versus what we have today. That would make it <br /> easier to see the impact of taking various things out of the plan. <br /> <br /> Mr. Swift proceeded with the staff report. <br /> <br /> Mr. Knowles presented the details of the traffic model. There was discussion <br /> about how cut through traffic was counted and how it was represented throughout the <br /> network. <br /> <br /> Mr. Brozosky asked if the assumption included the HOT lane on the Sunol <br /> Grade? <br /> <br /> Mr. Knowles assumed the status quo. It will not be built until the mitigation for <br /> the downstream traffic is constructed. The other cities agree with this assumption. <br /> <br /> Ms. Fox indicated Dublin's arterial capacity is almost filled on the north side of <br /> 1-580 due to people trying to bypass the freeway. If one assumes that X% is coming off <br /> 1-580 and cutting through now, can staff estimate what the additional percentage would <br /> be coming off the freeway and cutting through if all the network were built out? <br /> <br /> Mr. Knowles said if one looks at the big picture, all the areas are generating more <br />-- trips. The number of motorists wanting to cut through may be increasing, but so is the <br /> total number of motorists in the general area. When Hacienda Business Park built its <br /> infrastructure, there was plenty of surplus capacity, but as the park built out that surplus <br /> was no longer as convenient for cut through traffic, because it was being used by the <br /> employees of the park. The delay on those roadways is going up relative to the delay on <br /> the freeways. Dublin has opened some new roads, but as the new businesses and <br /> residents are built, those roads will no longer be available for surplus capacity. <br /> <br /> Mr. Knowles reviewed the various street-widening scenarios. <br /> <br /> Ms. Maas asked if he recommended leaving the widening of Hopyard Road in <br /> the General Plan or would he remove it since it would make no difference either way?. <br /> <br /> Mr. Knowles said everything needed to be considered before one thing could be <br /> taken out. <br /> <br /> Mr. Swift indicated these are the questions staff will ask for recommendations <br /> and decisions to be made. Those conditions can only be made when all the information <br /> is provided. <br /> <br /> Mr. Brozosky asked what effect the elimination of the West Las Positas <br /> interchange had on the widening of Hopyard? <br /> <br /> Mr. Knowles indicated there was a table showing cumulative effects. He said he <br /> was not considering that at this time because there were too many other things to be <br /> analyzed at this time. <br /> <br /> <br />
