How many go to Dublin Boulevard, take Stanley, and <br />how many will assume Stoneridge extension is going through. He felt if Stoneridge <br />extension is removed, he believed the level of service at Pimlico would change <br />significantly. <br /> <br /> Ms. Roberts referred to the intersection at Stanley/Bernal/Valley. At build out, it <br />is projected to be at LOS C, with the completion of El Charro, Stoneridge, and West Las <br />Positas. At present it is far higher than LOS C. <br /> <br /> Ms. Hosterman felt staff should move forward with the model presented. She felt <br />everyone's concerns would be addressed. <br /> <br /> Mr. Swift proceeded with the staff report. <br /> <br /> There was discussion regarding verification of actual trip data and how it was <br />done. <br /> <br /> Ms. Fox inquired if cut through traffic were added to the 3,550, what would be the <br />number, assuming some roads were extended to Jack London parallel to 1-580 to Vasco <br />Road. Would it triple or double? <br /> <br /> Mr. Swift said that number is available, but he would have to find it for her. Mr. <br />Knowles said it was about a 25% increase. At build out, not only are freeways <br />congested, but local routes are congested as well. <br /> <br /> Mr. Blank asked if that 25% took into consideration the General Plans for <br /> Livermore and Dublin? <br /> <br /> Mr. Swift said the model included the complete build out of Livermore's current <br /> General Plan as well as East Dublin and Dougherty. <br /> <br /> Ms. McGovern felt the staff report was indicating the General Plan Circulation <br /> Element does not work. She wanted to hear the points why it doesn't work and felt <br /> questions could be asked after that. <br /> <br /> Mr. Swift said it doesn't work with the assumed land use with the assumed <br /> network leaving the policy for Level of Service D in place. If some of the street <br /> widenings are taken away, chances are it will make other street intersections worse. <br /> The simplest way to look at it is to say what is the widening or extension all about, who <br /> benefits by it, who would use it, if it were there, and all the other things were there, and <br /> then go back to square one and start with existing plus approved and add combinations <br /> of things to see how things can be modified to reach a point of comfort. It is not a <br /> question of what works, if is what can we be satisfied with. The San Francisco Board of <br /> Supervisors is satisfied with traffic downtown, it doesn't mean that is what Pleasanton <br /> residents would accept. <br /> <br /> Ms. McGovern felt people are looking for a certain level in the community. What <br /> is in the General Plan does not work. <br /> <br /> Ms. Hosterman said that is the purpose of the next five or six workshops. <br /> <br /> <br />
