Mr. Fotheringham noted that one of the members of the Civic Arts Commission <br /> suggested rotating the civic arts center around to see where the noise will be a problem. <br /> He pointed out that the cuJtural arts center, the amphitheater and a teen center buffer the <br /> noise. <br /> <br /> Ms. McGovern said the noise on the knoll is much higher than noise on the <br /> ground next to the freeway. She had a discussion with someone about taking the cultural <br /> arts facility and including it in the 50-acres of the community park and putting it closer to <br /> the new roadway so that people could park at the school sites if there was a large event <br /> and walk to it or walk to the downtown. She asked if there would be enough space if the <br /> train station was removed and the ball fields were moved. <br /> <br /> Mr. Fotheringham said the building envelope for the civic arts complex includes <br /> 90 percent surface parking, which is larger than the train station site. <br /> <br /> Ms. McGovern asked if there would be ample space to place the ball fields on the <br /> Bernal property if the cultural arts facility, including the amphitheater, was moved to the <br /> southern corner of the property so that there would be parking available at the school <br /> sites? <br /> <br /> Mr. Fotheringham said there is ample room for shifting everything south and <br /> placing the cultural arts center and the amphitheater in the corner. <br /> <br /> Ms. McGovern asked for a definition of a youth club versus a teen center. <br /> <br /> Mr. Fotheringham said a youth club would be considered a private club and a <br /> teen center is a community facility that is public. He believed there was a desire to <br /> accommodate both types of uses. <br /> <br /> Ms. McGovern mentioned that an architect had been hired to prepare plans for a <br /> community center and a teen center that might be located on the Bernal property or <br /> possibly elsewhere in the community. She might want to change the name of "youth <br /> club" to "community center" so that people would have an understanding that the facility <br /> might not just be for younger people but for families and youth. <br /> <br /> Mayor Hosterman asked staff to discuss Ms. McGovern's suggestion to move the <br /> cultural arts facility up to the southern upper corner of the property to make the location <br /> closer to the downtown. She asked if this would interfere with the view shed? <br /> <br /> Mr. Rasmussen said the area that has the most visibility is as one enters the City <br /> in an easterly direction on Bernal Avenue.
