Mr. Fotheringham said the layout includes tree and island landscaping so that it <br />appears that' the train station is a part of the park. If every other tree were eliminated, <br />additional parking spaces would be gained. <br /> <br /> Mr, Brozosky asked if the location of the civic center next to the freeway would <br />work if the City could not gain access through the commemial area? <br /> <br /> Mr. Fotheringham said the reason he located the civic arts center near the <br />freeway in the competition phase is because it allows for several points of exit for <br />vehicular traffic. <br /> <br /> Mr. Sullivan asked for the capacity of the amphitheater? <br /> <br /> Mr. Fotheringham said the capacity is 1,000, Based on the programming needed <br />for this center, he anticipated that 740 parking spaces would need to be available, The <br />location of the amphitheater near the freeway also allows for shared parking, as there is <br />not much opportunity for shared parking anywhere else. <br /> <br /> Mr. Sullivan believed that a traffic study would need to be conducted before <br />Council could decide which location to place the civic arts center, as either way it will <br />impact Bernal Avenue and the adjoining neighborhoods, <br /> <br /> Mr, Fotheringham said the Phase II Specific Plan would identify the amount and <br />flows of traffic depending on the alternatives. The environmental review process will <br />determine the impacts. <br /> <br /> Mr. Sullivan was concerned about locating the amphitheater near the freeway <br />due to the noise impacts. He noted that the staff report indicated that noise mitigations <br />could be implemented. <br /> <br /> Mr. Fotheringham said it is counter intuitive in the sense that one thinks because <br />the use is closer, the noise is worse. He has an acoustical consultant on its design team <br />and the design team analyzed this situation. Sections were cut where the amphitheater <br />is depressed and the back of the theater was angled. The analysis showed that the <br />noise from the freeway floats over; however, the bigger concern is the noise that is <br />generated by an amphitheater that would echo back to the residents. The further north <br />the amphitheater is located the more noise one will hear coming from the freeway. <br /> <br /> Mr. Sullivan asked if noise studies had been conducted for noise coming from the <br />amphitheater? <br /> <br /> Mr, Fotheringham said a noise analysis was conducted during the design <br />competition. It was the acoustical consultant's findings that the noise that is generated <br />from an amplified event creates a problem for residents. <br /> <br /> Mr. Sullivan asked staff for copies of the noise studies. <br /> <br /> Mr. Brozosky asked if he had considered rotating the civic center around to see <br />where the noise will be a problem? <br /> <br />Pleasanton City Council 14 01/04/05 <br />Minutes <br /> <br /> <br />
