Mr. Roush said the petition for the Supreme Court to review the "Save Our
Sunol" appeal is not due until the end of December 2004.

There was Council consensus to place this matter on the January 4, 2005
agenda for discussion.

Mr. Brozosky asked if there was support to discuss the City's Campaign
Contribution Financing Ordinance at a future Council meeting, and support to address
amending the City's ordinance for secondary units in the downtown.

There was Council consensus to place these matters on a future City Council
agenda.

Mr. Brozosky suggested having staff produce quarterly reports on the status of
the various City Council commissions/Committees.

Mr. Sullivan noted that the Planning Commission has an item listed on its agenda
entitled Matters for Commissioners Information.

As a matter of protocol, Mr. Fialho suggested having the Council discuss
committee updates and assignments under Matters Initiated by the Council.

Ms. McGovern believed it is important for the entire Council to be apprised of
-- what is occurring on the various Council appointed commissions/committees in order to
work together in a consensus matter. The Council appointees play an important role
regionally and locally. She believed this type of reporting should be formalized so that
ongoing direction is provided as to how the entire Council feels.

Mr, Fialho said the City Council's Rules and Operating Procedures are specific in
terms of the items that are on the agenda. There is no item such as Committee
Updates, which is why he suggested that this discussion occur under Matters Initiated by
Council. He saw no reason why the Council's Rules and Operating Procedures could
not be amended to include a section entitled Committee Updates.

Before Council modifies its Rules and Operating Procedures, Mayor Hosterman
wanted Council to ask each other questions regarding particular meetings that each
individual Councilmember has attended and share this information over the next several
months.

Mr. Brozosky was hopeful that as events are occurring on these various regional
and local commissions and committees that the Council appointee would volunteer to
share this information as he would not know what question to ask.

Mr. Fialho said he could help to facilitate this information by obtaining a schedule
of the actual dates and times these local and regional groups meet.

Ms. McGovern pointed out that a councilmember could only talk to one other
councilmember on any item without being in violation of the Brown Act. Having this type
of discussion at a regular City Council meeting is the only opportunity for the entire
Council to discuss the direction in which it wants to proceed.

Pleasanton City Council 23 12/07/04
Minutes
