cost of this project. Additional amenities to this project would create a park-like setting <br />and would involve planting trees along Payne Road and Denker Drive. The cost of <br />implementing a permanent fencing around the site has been included in the amenities <br />category. The Parks and Recreation Commission did not want funding for this project to <br />come from existing funded Capital Improvement Program projects, The Pleasanton <br />Sports Gouncil is looking for additional sports fields. The Sports Council views this as a <br />positive project, The Sports Council's main concern is the availability of lighted sports <br />fields, which would not happen at this particular site. <br /> <br /> Mayor Hosterman believed that staff's recommendation was to allow staff the <br />ability to discuss a cooperative funding approach with tentative approval for this basic <br />plan. <br /> <br /> Mr. Fialho said staff would like for Council to react to the plan conceptually and <br />provide feedback as to what level of contribution it would be willing to put into this project <br />in the context of everything else that is occurring in the City. Staff is also looking for <br />Council direction to defer funding for this project to a later date to allow time for staff to <br />engage with the School District on a joint funding formula that may expand beyond the <br />School District's contribution. There is a possibility of grants that could be secured from <br />the State and whatever could be added to the pot will offset the City's ultimate <br />contribution to this project. He indicated that he would spend some time value <br />engineering this project to see if the total project cost could be decreased to a <br />reasonable level. <br /> <br /> Mr, Sullivan asked if the intent was to replace the soil on the infields but not on <br />the outfields? <br /> <br /> Mr. Wolfe said that the soil would be amended for the turf areas and a special <br />soil mix would be replaced on the infields. <br /> <br /> Mr. Sullivan asked if the first feet of the entire Sports Park was replaced with new <br /> soil? <br /> <br /> Mr. Wolfe said that it would be the same type of clay soil. He noted that there <br /> are several differences between the Sports Park and this project. The Sports Park is not <br /> a school site and staff has the ability to work on the turf areas from morning until mid- <br /> afternoon when the sports groups utilize the fields. City staff has certain advantages <br /> that the School District does not in terms of maintaining the turf. The School District's <br /> primary use of fields is for school purposes. <br /> <br /> Mr. Sullivan was under the impression that people would park in the school <br /> parking lot if the fence was built and then have to walk through the school to get to the <br /> fields. <br /> <br /> Mr. Wolfe said that was correct. At the initial meeting to review the plan, the <br /> Donlon/Val Vista neighbors were concerned about the amount of traffic on Payne Road <br /> and Denker Drive and potential parking impacts to neighbors. <br /> <br /> If the fence was built, Mr. Sullivan wanted to be sure the intent was not to keep <br /> the fences closed unless the School or the Little League is using the fields. <br /> <br /> Pleasanton City Council 13 12/07/04 <br /> Minutes <br /> <br /> <br />
