It was moved by Mr. Campbell, seconded by Ma. Hoaterman, to approve <br />Amendment #1 to the Affordable Housing agreement for the Ponderosa Senior <br />Apartments (Gardens at Ironwood} located on the Busch property, and to <br />establish the priority to use the 51 Inclusionary Unit Credits on the 23-acre <br />Pieasanton Unified School District optioned site; however, the owner may request <br />to use the credits on an alternate site, but the use of the credits on an alternative <br />site is subject to the approval of the City Council. <br /> <br /> Ms. Ayala did not believe there is any hurry to grant these credits. She believed <br />that there is a nexus to the school site because when the affordable senior housing <br />project was approved, it was tied to building the tenth elementary school. She asked <br />Council to consider requesting additional information on the loan and to let the next <br />Council make the decision. <br /> <br />Mr. Campbell pointed out that a future Council has the ability to say no. <br /> <br /> Mayor Pico believed the discussion about the loan in more detail is a red herring <br />to create more delay and it does not have any impact on the City's Inclusionary Zoning <br />ordinance. <br /> <br /> Mr. Brozosky generally supported Alternative Three. He believed the School <br />District's option would be bought out. The idea for the school site was not to be a <br />monetary gain for the School District. <br /> <br />The roll call vote was taken on the orRlinal motion aa follows: <br />AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and <br /> Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6c <br />Local ncc. ds and funding recommendations reaardina the use of Measure A Sales <br />Tax Revenue (25%) not obliqated to the Alameda County Medical Center. <br />(SR 04:278) <br /> <br />Eileen Morley, Community Services Manager, presented the staff report. <br /> <br /> Mr. Brozosky asked how the Alameda County Board of Supervisors determines <br />where the money will be allocated? <br /> <br /> Ms. Morley said the Board of Supervisors is conducting ten public hearings and <br />collecting information from all of the regions. The Board of Supervisors will meet and <br />confer about what was discussed at the public hearings and come up with an action plan <br />for an application process. The Board of Supervisors is assuming it will use a three-year <br />funding cycle and applicable agencies may reapply for funds. Through this process, <br />staff is also asking Council to consider creating a Capital Fund from the funds that have <br />been accrued to date.
