Mr. Brozosky suggested removing the word "given" as it is already included in the Bernal Property Specific Plan and replacing it with "guarantee." Mr. Campbell believed the wOrd "guarantee" was stronger. Ms. Ayala concurred with Mt. Brozosky's suggestion. Mayor Pico proposed adding lhe wording "master land use plan." Mr. Brozosky believed that the wording "master land use plan" implies the entire plan, which includes Phase I and Phase II. It was moved by Ms. Ayala~ seconded by Ms. Hosterman, to phrase the ballot question for the Council-sponsored initiative as follows: "Shall the voters be guaranteed the right to approve the land use plan (Phase Il) for the Bernal property?" The roll call vote was recorded as follows: AYES: Councilmembers -Ayala, Brozosky, Campbell, Hosterman, Mayor Pico NOES: None ABSENT: None ABSTAIN: None and Mr. Roush said the second sehtence of Section 4 of the resolution could be omitted if Council did not want to d{signate any of its members to file the arguments. Mayor Pico believed the argument in favor of the council-sponsored initiative could be short and involve any coun~ilmembers. It was moved by Mayor Pic0, seconded by Ms. Ayala, to authorize arguments as part of Resolution 04-061 for thb Initiative to be submitted to the City Clerk by 5:00 p.m., August 16, 2004 with rebuttal arguments due to the City Clerk by 5:00 p.m., August 23, 2004.
