(SR 04:265) Mr. Iserson presented the staff report. Mayor Pico declared the public hearing open. Mr. Brozosky indicated he lives in that general neighborhood and has to make other trips to town to get gas. He asked if the traffic model take into consideration- removed trips from other parts of town by being able to go to this station rather than stations in other parts of town? Mr. Iserson said it generally does, but not during peak hours. That is if a person stops at the station on the way to or from work, then there was an adjustment in the traffic analysis to account for that. Ms. Hosterman referred to the staff report statement that traffic was not cumulatively significant in adding traffic to the intersection. She asked for a definition of the word "significant". According to the traffic report there will be increased numbers of car trips generated by this station. This intersection is LOS F and therefore the project would not conform to the General Plan, so that concerned her. She noted there were a couple more applications coming forward in that general area. She asked how this application could not be taken out of the General Plan process or how some other application, which may have a greater impact on the neighborhood, could be dealt with.
