__ 5. MEETING OPEN TO THE PUBLIC <br /> <br /> Tom Smith, 1070 Happy Valley Road, was concerned that the seeding of the golf <br />couree will not be completed before the reins begin. He has played on courses with no <br />clubhouse or driving range and wondered why the most important part of the golf couree, <br />the grass, is being delayed to the very end of the project. He asked that the contractor <br />be urged to seed the course as soon as possible before the rainy season. <br /> <br /> Mr. Fialho indicated the contractor is currently seeding four holes. The goal is to <br />have all holes seeded by the end of November. The clubhouse is scheduled to be <br />dedicated October 30. <br /> <br /> Mr. Wilson indicated seeding is always the last thing done on a golf course, after <br />the grading and irrigation systems are completed. A subcontractor was still working on <br />the course during the optimum time for seeding. The general contractor has now <br />provided additional manpower to the subcontractor to complete the work on the golf <br />course. Additional training has been given to the work crews to make certain the work is <br />done properly and speedily. Further updates will be given to Council through November. <br /> <br /> Vanessa Kawaihau, 871 Sycamore Road, inquired where the water is coming <br />from for use on the golf course. She then referred to the proposed Supplemental EIR for <br />the Greenbriar project and pointed out that on January 21, 2003 Council adopted a <br />resolution that said Council would not consider any bypass road location except the <br />original plan. The Supplemental EIR will not do that. That resolution is being ignored <br />until it is proven that the bypass road cannot be built, then Council should not consider <br />any other road location. <br /> <br /> Mr. Wilson indicated the golf course contractor was using the Wentworth well for <br />water to suppress dust. Staff has encouraged the contractor to stop using the <br />Wentworth well and since September, the city is providing water to the contractor, so the <br />Wentworth well is no longer being used. <br /> <br /> Jerry Wagner, 6344 Alisal Street, indicated staff had said the density on the <br />Spotorno flat land would be one house per one and a half to two acres. Now there is a <br />proposal to change that from 22 houses to 102 houses. He felt staff and Council were <br />not living up to the Community of Character values. He believed that the water in Happy <br />Valley was polluted and complained that the water was not being monitored by the City <br />before the seeding of the golf course. <br /> <br /> Sean Buran, Fremont, representing GreenBriar Homes, referred to comments <br />regarding the Supplemental EIR and indicated the reason for the supplemental is to <br />address changes to the Specific Plan. He asked Council to stick with its decision <br />approving the presentation of the Supplemental EIR. The resolution referred to by Ms. <br />Kawaihau was made for the City to take the responsibility to look at alternatives and that <br />is not the case in this instance.
