Item 6d <br />Review of Site Plan Concepts for the Civic Center Site Master Plan Project <br />(SR 04:210~ <br /> <br /> This item was continued. <br />Item 6e <br />Request by Ponderosa Homes for Inclusionary Unit Credits (SR 04:260) <br /> <br />This item was continued. <br /> <br />Item 6f <br />Callir~r~e Preserve Golf Course Drivina Ranee Poles (nettina) and related issues. <br />(SR 04:261) <br /> <br />Rob Wilson presented the staff report. <br /> <br /> Ms. Ayala asked why turning the course 45-degrees was not considered in the <br />original plans to allow for the driving range? <br /> <br /> Mr. Wilson said it was considered by the architects, but was rejected because of <br />the impact on the GE property and the difficulties of acquiring that property, which could <br />add another year to the project. It also affected the playability of the course and the cost <br />of additional grading would increase tremendously. <br /> <br /> Ms. Hosterman asked how difficult it would be to get a temporary easement for <br />about ten years from GE? <br /> <br /> Mr. Roush explained that because the corporate offices of GE are based in New <br />York, it is difficult to find someone with authority to review and comment on documents. <br />It took several months just to get a license agreement to grade. To try for an easement <br />of any kind would take considerable time and expense. Even if the fence and poles for <br />the driving range were eliminated on the east side, it would not address the concerns of <br />visual impact. The east side poles are much less visible than those on the west side, <br />which protect the parking lot. <br /> <br /> Ms. Hosterman disagreed. She felt if the poles on the west side were left up and <br />the others removed, it would not take up so much of the view shed. There will still be a <br />visual impact, but it would be greatly reduced by removing the east poles. She preferred <br />the black netting instead the cyclone fencing in the trail area. She wanted to protect <br />people on the trails and to prevent errant balls in the area. There would have to be <br />some way to collect errant balls on the backside of the property. <br /> <br /> Mr. Wilson explained that there is a mechanized ball retrieval system for the <br />driving range. To have the vehicle properly work, there needs to be a turf area. Staff <br />could look at different fencing material for the trails, but all this has cost implications for <br />the golf course construction and operation. The view shed and how the poles are seen <br />varies depending on the point from which one is looking. From Happy Valley and Alisal, <br />the poles are not seen at all because they are behind the west poles. The farther one <br />drives on Alisal, the more they become visible. Staff is expecting houses to be built and <br />that will further block the view of the poles, depending on where one is on the street. <br /> <br />Pleasanton City Council 13 10/05/04 <br />Minutes <br /> <br /> <br />
