It would be another opportunity for carriers to <br />locate their antennae outside of buffer zones. <br /> <br /> Mr. Brozosky believed the carriers could use the variance procedure to allow <br />that. <br />He did not object to more towers in an area outside the buffers and that would be hidden <br />from view. <br /> <br /> Mayor Pico did not want to reopen the issues and felt the technology is changing <br />so that the towers can all be removed. <br /> <br /> Ms. Hosterman was unhappy that the Telecommunications Act prohibits the <br />Council from looking at health issues and has forced municipalities to only look at <br />aesthetic issues regarding towers. She hoped there was new technology coming, but <br />there is no solid science regarding health effects, so she had no interest in changing the <br />City's current ordinance. <br /> <br /> It was moved by Mayor Pico, seconded by Me. Hosterman, to deny all <br />changes to the wireless service facility ordinance, and direct staff to continue <br />looking at how to remove the tower at McKinley Park. <br /> <br />The roll cell vote was as follows: <br />AYES: Council members - Ayala, Brozosky, Campbell, Hosterman, and <br /> Mayor Pico <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Item 6c <br />Review of Community Development Block Grant (CDBG) Consolidated Annual <br />Performance and Evaluation Report (CAPER) for Fiscal Year 2003 (03/04) <br />(SR 04:257) <br /> <br />Steven Bocian presented the staff report. <br /> <br /> Mayor Pico declared the public hearing open. There being no speakers, the <br />public hearing was closed. <br /> <br /> It was moved by Ms. Hosterman, seconded by Ms. Ayala, to approve the <br />Consolidated Annual Performance and Evaluation Report (CAPER) for submittal <br />to the U. S.
