Ms. Hosterman agreed with Mr. Campbell that the campus needed to be more user <br />friendly. Most civic centere consist of one or two buildings. In Pleasanton, the offices are <br />spread all over the place. It is difficult to maneuver through offices for the public and she <br />supported better signage. She liked the preposal as presented and felt it was necessary. <br /> <br />Mr. Brozosky supported the concept but not the preposed implementation, <br /> <br /> It was moved by Mr. Campbell, seconded by Ma. Hosterman, to approve the <br />staff recommendation. <br /> <br />The roll call vote was aa follows: <br />AYES: Councilmembers Campbell and Hosterman <br />NOES: Councilmembers Ayala and Brozosky <br />ABSENT: Mayor Pico <br />ABSTAIN: None <br /> <br />The item was continued to the next meeting when all councilmembers are present. <br /> <br />Item 4s <br />Re(3ueet to connect to City sewer system and approval of Preannexation Aqreement <br />for Dees (6745 Alisal Street) (SR 04:238) <br /> <br /> Mr. Brozosky thought staff was to revise the wording of the preannexation agreement <br />form before bringing any new agreements before Council. <br /> <br />Rob Wilson presented the staff report. <br /> <br /> Mr. Roush indicated the agreement was revised to address the issue of what would <br />happen with regard to a property owner's vote upon annexation. If the owner signs the <br />agreement in order to get sewer service, the owner would be committed to voting for <br />annexation. If Council is not comfortable with that, it can certainly make changes. <br /> <br /> Mr. Brezosky suggested language that an owner would not oppose annexation <br />assuming the bypass read has been built. In that way annexation would not be forced on a <br />property owner if there were no bypass read. He felt residents of the area would be more <br />likely to go along with a preannexation agreement, if they knew the only time they could not <br />protest annexation was if there was a bypass read. <br /> <br /> Jerry Wagner, 6344 Alisal Street, said the Dees septic tank is failing and would like <br />to repair it. He did not believe Mr. Dees wanted to connect to the City sewer or water <br />because of the great expense. County rules say if a City sewer line is within 200 feet of a <br />homeowners septic system, it cannot be repaired, but must connect to the City sewer line. <br />He felt the City was taking advantage of the Happy Valley residents and not abiding by the <br />Community of Character guidelines. <br /> <br /> Vanessa Kawaihau, 871 Sycamore Road, said she liked this agreement better than <br />the one prepared for the Larsons in which the owner did not waive his right to protest <br />annexation unless the City changed the land use designation on the 1996 General Plan. <br />She agreed with adding the clause regarding the bypass road.
