conduct a new traffic study to show that all mitigation measures have been incorporated <br />to keep traffic at level of service D or better. <br /> <br /> Ms. Hosterman noted that when a previous Council originally approved this <br />project, traffic was different than it is today. <br /> <br /> Mr. Swift pointed out that the development agreement does not allow Council to <br />change the zoning rules like it could on other properties. The zoning rules allow Wal- <br />Mart to expand its building 30,000 square feet without a traffic study. <br /> <br /> Mr. Campbell asked if Wal-Mart has been a good neighbor, and if it is in <br />compliance with what the City has asked it to do? <br /> <br />Mr. Swift said that Wal-Mart is a good neighbor. <br /> <br /> Ms. Hosterman was concerned about the future potential extension of the Wal- <br />Mart store in Pleasanton and the impact it would have on other businesses, particularly <br />mom and pop stores. Over time, she believed the expansion of the Wal-Mart store <br />would have a negative effective on other suppliers of gardening and nurseries in town. <br />She believed it is important for Council to be careful in recognizing the balance in <br />competition of all businesses in Pleasanton. She asked Council to consider directing <br />staff to conduct an economic impact analysis on how this and other future expansions at <br />other large stores in Pleasanton might affect other businesses, including those on Main <br />Street. <br /> <br /> Mr. Brozosky asked if Council could discuss and add new conditions, or is <br />Council limited to the aesthetics and the design of the proposed expansion? <br /> <br /> Mayor Pico said it would be appropriate for Ms. Hosterman to make her request <br />under Matters Initiated by Council. <br /> <br /> Ms. Ayala asked Ms. Hosterman if she was against the expansion of the Wal- <br />Mart store? <br /> <br /> Ms. Hosterman said she was opposed to the proposed expansion of an <br />approximately 5,264-square foot stockroom addition and an approximately 5,761- <br />square-foot garden center expansion to the existing Wal-Mart store. <br /> <br /> Ms. Ayala pointed out that Trader Joe's recently expanded its store. She <br />wondered why this expansion was never appealed. <br /> <br /> Ms. Hosterman pointed out that Trader Joe's is a smaller business on a local, <br />statewide and global scale than Wal-Mart stores. In order to take care of existing <br />businesses in Pleasanton, she believed it is important for Council to have an <br />understanding of what that balance is and how one store's substantial expansion might <br />have a negative effect on the remainder of the business community. <br /> <br />Ms. Ayala stated that she had no problem with Trader Joe's expansion. <br /> <br />Mayor Pico opened the public hearing for comments. <br /> <br />Pleasanton City Council 6 09/07/04 <br />Minutes <br /> <br /> <br />
