gathering a set number of individual $5.00 contributions and agreeing not to accept any <br />private money. Funding originates from a special source and not from an appropriation <br />out of the General Fund. In California, it is estimated that the cost would be about one <br />cent per resident over age eighteen, per day. He noted his concern with the increase of <br />tax spending that is occurring :in Pleasanton. On behalf of the California Clean Money <br />Campaign, he asked that candidates for local office agree on spending limits for their <br />election campaigns and full disclosure. He asked Council to consider closing the <br />loopholes in Pleasanton's code, including adding spending limits, prohibiting bundling, <br />disclosing contributions by persons appearing before the Council, requiring electronic <br />filing, and posting contributions as they occur. He also requested that Council publicly <br />endorse public campaign financing either individually or as a body. <br /> <br /> As it pertained to agenda item 4u, Mr. Brozosky asked why candidates were <br />charged to file to mn for local office? He would like to encourage citizens to serve this <br />community and believed it was expensive to mn a campaign. He would be in favor of <br />waiving the filing fee and not requiring it. <br /> <br /> Ms. Ayala concurred with Mr. Brozosky's comments. She pointed out that <br />Council needed to take action to reduce the filing fee from the previously approved $731 <br />to $240. <br /> <br /> Mayor Pico believed it would be appropriate to discuss this matter at a furore <br />meeting for a future election. Because this was added as an urgency item without any <br />public notice, it would be more appropriate to leave this agenda item, as it is to allow for <br />public comment. <br /> <br /> Vanessa Kawaihau, 871 Sycamore Road, noted that agenda item 4e was a <br />Preannexation Agreement that Ken Larson agreed to in order to access City services. She <br />was concerned with Condition Two as noted in the agreement, as it required Mr. Larson <br />to give up his right to speak against or for annexation. In order to access sewer and <br />water, Mr. Larson must agree to vote in favor of annexation, which she strongly opposed. <br /> <br /> Mr. Brozosky, asked il! staff's recommendation as it pertained to agenda item 4f, <br />approval of logo for the Callippe Preserve Golf Course, accepts the recommendation of <br />the Golf Course Committee? <br /> <br /> Jim Wolfe said that the staff's recommendation approves the Golf Course <br />Committee's recommendation that the wording "Golf Course" be added to the logo. He <br />pointed out that the Parks and Recreation Commission also supported this <br />recommendation. <br /> <br /> It was moved by Ms. Ayala, seconded by Ms. Hosterman, that the following <br />actions under the Consent Calendar be taken, with the removal of agenda items 4n, <br />the addition of items 4t and 4u, and the appeal of PDR-338, WaIMart by Ms. <br />Hosterman, as noted in agenda item 4b (Supplemental). <br /> <br />Pleasanton City Council 4 07/20/04 <br />Minutes <br /> <br /> <br />
