3. AGENDA AMENDMENTS <br /> <br /> Deborah McKeehan, City Manager, noted that agenda item 4t was added to the <br />agenda, appointmem to the WI-tlglgLg Accessible Advisory Committee. Agenda item <br />approval of service contracts with Grandflow and Allegra Printing and Imaging for "as <br />needed" printing services, was removed from the agenda by staff. She asked Council to <br />approve as an urgency item, a resolution amending the amount of the filing fee for the <br />November 2, 2004 Municipal Election. She noted that the applicant, Mary Kay Berg, has <br />withdrawn her appeal as noted on the agenda as item 6b. Formal action is needed by <br />Council in order to allow the withdrawal of her appeal. <br /> <br /> Mayor Pico continued agenda item 6h, Alameda County Planning Commission's <br />discussion concerning Granite Construction Company's Asphalt Batch Plant, to August <br />3, :2004. <br /> <br /> Mr. Brozosky said that: he would be recusing himself from discussion in that <br />matter since it could be perceived that he had a conflict of interest. <br /> <br /> Mayor Pico mentioned that he met with the authors of the Initiative to Save Our <br />Community Park and explalne~l his concern with respect to one section of the initiative <br />related to setting the reasonably highest priority for funding of the Phase One <br />improvements to the Community Park. During his discussion with the authors, an <br />understanding was reached. ~ll~e authors of the initiative did not really mean to preempt <br />all other uses on the property and that the intent was for the first two lighted baseball <br />fields as the highest priority. He proposed to the authors that he would seek to add an <br />urgency item to tonight's agenda to allow Council to discuss whether or not it wanted to <br />place a council sponsored initiative on the November 2, 2004 ballot that would have the <br />exact same wording as the author's proposed initiative, with the exception that the <br />priority for funding would be clarified and relate only to the first two lighted baseball <br />fields. He believed this would take away a significant amount of controversy in the <br />community on this initiative. The authors have agreed to his proposal. <br /> <br /> It was moved by Mayor Pico, seconded by Ms. Ayala, to add an urgency item <br />to the agenda to allow Council to consider placing a Council-sponsored initiative <br />related to the Bernal Community Park on the November 2, 2004 ballot.
