Commissioner Maas said Ponderosa has 172 units of concentrated senior housing, a good <br />portion of which is affordable. She felt some seniors wanted to be in a mixed age group <br />and might not want to live in a concentrated senior housing setting. She would like to see <br />the Human Services Commission's input on this concept. It sounds terrific to have <br />affordable senior housing bit is this something the City really needs? <br /> <br />Commissioner Sullivan noted the chart that staff provided showed where the City is with <br />some of these issues. There is a lot of interest in transit oriented housing near the BART <br />station and how some of those traffic strategies might solve some of the existing traffic <br />problems. There is a lot of interest in some sort of senior project at Staples Ranch. The <br />Vintage Hills Shopping Center is another location, but certainly not on an expedited basis <br />and not before the City is done with the General Plan. The Commission feels that the <br />General Plan process needs to be completed before making individual decisions. When <br />the Commission recommended a moratorium there was one project that wanted to be <br />expedited; now there are six projects requesting expedition. <br /> <br />Commissioner Roberts said projects are moving forward and the process does not stop. <br />She felt some people were looking for an approval before the project was even seen. The <br />Commission was excited about the Business Park plans. The recommendation was for <br />inclusionary housing to be kept at 15% - 20%. This was also the Housing Commissions <br />recommendation. There is a need for staff to come up with a plan for credits. There was <br />concern over ownership of housing and people following the guidelines. They would like <br />to see this move along so that people leave the program in 5 - 7 years. The range of <br />affordability is of concern. People come to a heating and expect only 40 affordable and <br />then it gets to 60 - 70 units. <br /> <br />Commissioner Fox said the issue of someone having a credit and substituting rental for <br />ownership units is of concern to her. The City is so close to build out. She is concerned <br />that the South Bay project should go back to the voters though the South Bay Property is <br />not part of the public use property, because the voters may have assumed there would be <br />no more housing on the Bernal Property. <br /> <br />Commissioner Arkin added he would like to have Council consider redesignafing the <br />DSRSD site, even though it is a long-term project. There is no harm done to redesiguate <br />it now. If it were to be redesiguated, it would be extra encouragement for DSRSD to <br />accelerate its plans because it knows it has the redesignation already taken care of. This <br />is consistent with the housing element of the General Plan. This site is ideally situated <br />for a mixed-use site because of the surrounding businesses and there would be minimal <br />community objection. <br /> <br />Councilmember Brozosky asked the Commissioners if there was any discussion <br />regarding incentives to encourage affordable by design. <br /> <br />Commissioner Roberts said she thought 20% affordable by design and smaller houses <br />were needed. <br /> <br />Minutes of the 15 06.29.04 <br />Joint Workshop <br />City Council & Planning Commission <br /> <br /> <br />
