process until it has some concrete support, the Association understands it needs to have <br />that support before allowing any type of parallel process to occur. <br /> <br />Councilmember Ayala clarified that any new residential zoning would be in addition to <br />the square footage that has already been approved. <br /> <br />Mr. Paxson said he has told the applicants coming forward the Association is interested <br />in preserving the entitlement. That entitlement will take it to the end of the General Plan. <br />In the meantime there are projects in the Park that have entitlements and have vested <br />rights to build office space. There is going to be some opportunity to examine the <br />movement of that entitlement from office into residential. There is the issue of permitted <br />uses for the Shakley site and the Nearon site that have come before the Association. It <br />was approved by a 75% margin. Hacienda is using the City's traffic model and relying <br />on the City direction in terms of what to get modeled. The developers are bringing in <br />additional information, particularly in regards to the impacts they believe will be seen <br />with transit oriented mixed use development, and are offering that information to the City <br />for consideration to incorporate into the model if the City so chooses. They are trying to <br />provide the best data that they can from the various consultants. <br /> <br />Councilmember Ayala said Hacienda Business Park was approved with the requirement <br />to build the West Las Positas Interchange and that Stoneridge would connect to El Charro <br />in order to make the traffic flow work. The City is talking about taking out the <br />interchange and adding additional housing on top of the square footage of the <br />office/commercial. What happens to the traffic flow? <br /> <br />Mr. Paxson said the Association is interested in looking at a variety of mitigations. One <br />of the things that may result is that new projects cannot be added on top of existing <br />entitlements. The Association wants the opportunity to explore this. It understands there <br />might not be a way to mitigate this. Based on some of the information gathered, there is <br />a very good opportunity that this can work. The Association wants the opportunity to <br />look at it. It wants to use transit and programs to resolve some of the traffic issues. <br /> <br />Mayor Pico said the Council would be discussing the parallel track concept with respect <br />to the Hacienda Business Park plan and other plans. The Council has had the position of <br />wanting to see the overall plan for the Business Park before making certain approvals. <br />Council will decide if the City wants to include high-density housing in the Business Park <br />and decide on the parallel process to take place. <br /> <br />Mayor Pico closed the public comments. <br /> <br />4.
