Committee members that it would prepare a draft report, which was prepared and
provided to the Committee and Council. Staff has been waiting to receive comments
back from the Committee. She noted that the Cemetery ad-hoc Committee is concerned
about missing a funding opportunity if the budget is adopted. Council could either wait
until comments were provided back to staff from the Cemetery ad-hoc Committee or it
could designate funds this evening to show a level of support.

Ms. Hosterman indicated that she would like to move in that direction. She
pointed out that funds are available and Council can set aside a small amount of money as
a placeholder. She noted that the Tri-Vailey Cemetery Committee is committed to
working to find a location that will serve the five-city area.

Mr. Campbell supported setting aside funds as a placeholder for a future cemetery
study. He believed it was important to preserve the history of Pleasanton, particularly
since there are soldiers buried at the Pleasanton Memorial Gardens Cemetery dating back
to the Civil War.

Until the Cemetery ad-hoc Committee provides comments back to staff, Ms.
Ayala wanted to name the reserve fund for the Pleasanton Memorial Gardens Cemetery a
historical refurbishing fund that could cover other areas. She was supportive of the
project but did not want to send a mixed message to the community.

Ms. McKeehan said that Council had several options. Council could set aside
funds as a placeholder with no funds being expended until a final report is provided and
approved by Council as to how the funds will be spent.

Mr. Brozosky was in support of the Cemetery ad-hoc Committee's efforts. He
had some concerns with the City taking over the maintenance of the Cemetery as it might
present some unknown liability.

Mayor Pico supported earmarking funds for a project related to the historical
preservation of the Pleasanton Gardens Memorial Cemetery while making sure that the
funds will not be expended until Council sees an official report and has the opportunity
for further public comments. He believed it was appropriate to set aside some money in
the budget, whether it is in the Capital Improvement Program or the Operating Budget.

Ms. McKeehan said that the funds would be more appropriately set-aside in the
Operating Budget.

It was moved by Mayor Pico, seconded by Ms. Hosterman, to set aside
$50,000 from the 2004-05 Operating Budget for a future feasibility study for the
City and some other nonprofit group to renovate or operate the Pleasanton Gardens
Memorial Cemetery.

Pleasanton City Council 25 06/15/04
Minutes
