In order to provide some level of comfort to the Verona homeowners, Ms. Ayala
asked Mr. Brown it would break the deal if Council continued this matter to its July 20th
meeting?

Mr. Brown said he was not sum Valley Care would gain anything and it would
need to go back and rework some of the deals, particularly with the lenders and the
physicians.

Ms. Hosterman was concerned about neighborhood issues, particularly as the City
approaches build out. She saw this as a simple administrative action that will allow the
hospital to continue with its expansion needs. She believed that Council would have
every opportunity as it moved through the General Plan process to gain a better idea of
the direction in which the City is going. She was not clear as to whether housing on that
acreage makes sense. She did not want to preclude the hospital from being able to move
forward with its expansion plans. She noted that she has been an activist in this
community favoring slow growth and sometimes no growth. She also believed it was
important to understand that she intends to continue to watchdog housing developments
in this community.

In response to an inquiry by Mayor Pico, Ms. Ayala said the majority of the
Council did not support continuing this matter. She would appreciate treading very
slowly with this proposal, as she understands how the Verona residents feel about this
matter. Based upon the trust factor that the Verona residents have with regard to
development in this area, she would not support moving ahead with this project. She
believed Council should obtain more information about the problems that are occurring in
the Verona neighborhood prior to making a decision.

It was moved by Mr. Campbell, seconded by Ms. Hosterman, to adopt
Resolution 04.048, a resolution denying the appeal, thereby upholding the approval
of Case PMS-27, subject to the conditions of approval in Exhibit B.

Mr. Brozosky shared the same concerns as the Verona residents. He pointed out
that Council will make the final decision for what is constructed on the additional 5-
acres.

Ms. Ayala is extremely supportive of Valley Care. She stated that she would not
be supporting this motion.

The roll call vote was as follows:
AYES: Councilmembers - Brozosky, Campbell, Hosterman, and Mayor Pict
NOES: Councilmember Ayala
ABSENT: None
ABSTAIN: None

The meeting recessed at 8:53 p.m.

Pleasanton City Council 16 06/15/04
Minutes
