to everyone the configuration of the speed lumps and that the speed lumps were a
temporary, removable, recycled tire rubber feature. She also informed the Crellin
residents that they would not have to pay for the installation of the speed lumps. There
were many people who indicated that they would be willing to pay for the installation of
the speed lumps because speed was such a major issue. She noted that the circulators
stopped circulating the petitions when the percentage of signatures reached 67 to 75
pement. The petitions were circulated during Spring break and only two people were
opposed. With the majority of the residents on Crellin Road in favor of installing speed
lumps, as well as the majority of these residents having young children on this street, it
would be a shame to risk sacrificing one of those children before something is done to
control the traffic problems and the speeds on Crellin Road. Speed lumps are friendly
reminders to use your brakes. She urged Council to consider placing speed lumps on
Crellin Road as a Pilot Program. She was hopeful that the danger to the residents'
children helped Council vote yes on this issue.

Richard Aafedt, 1032 Crellin Road, has lived on Crellin Road since it was built.
He used to enjoy sitting on his front porch until Crellin Road became the 1-580 alternate.
He noted that 90 percent of the'. vehicles traveling on Crellin Road are speeding, and
many vehicles are in excess of 40 mph. He asked Council to install 25 mph speed lumps
on Crellin Road because he believed the speed lumps would save someone's life.

Paul Miecznikowski, 935 Crellin Road, said he has been a long time resident. He
mentioned that vehicles are accelerating from the stop sign going down the hill and
continuing around a curve, which is located in front of his house. He asked Council to
seriously consider installing speed lumps on Crellin Road.

Steve Grider, 1002 Zinfandel Court, said that he lived on the upper end of Crellin
Road. He supported the installation of speed lumps on Creliin Road. He believed that
continuing conducting further studies and doing nothing was not a solution to the
problem. He believed staff had done an adequate job conducting its research. As an
initial remedy to address the speeding, the Police Department conducted strict and
focused enforcement on Crellin Road, which did not work. He believed the speed lumps
needed to be installed as a Pilot Program, and he encouraged Council to consider it.

Thad Ardell, 1033 Crellin Road, believed it is incumbent for Council to approve
the installation of speed lumps on Crellin Road. He pointed out that the growth of the
City has brought about a significant increase in traffic. When he moved onto Crellin
Road in 1979, it was a dead end road with little traffic flow. Subsequent growth has
changed this traffic flow and Crellin Road was soon extended past Vintner Way and
Madehra Drive, and up the hill. Thereafter, his family and friends have referred to Crellin
Road as The Crelliu Highway or The Crellin Speedway. It is not uncommon to witness
vehicles traveling at speeds in excess of 50 mph. Speeding of vehicles has resulted in the
marked decrease of the resident's quality of life, and a marked increase in noise, actual
racing down the hill of Crellin Road, and the distinct possibility of a serious accident. He
respectfully implored Council to continue Pleasanton's great legacy of proactive urban
planning and approve speed lumps for Crellin Road. He also supported the installation of

Pleasanton City Council 11 05/18/04
Minutes
