Mayor Pict said no. His motion was basically staff's recommendation with the
modification of postponing the in-lieu park dedication fees until January 2005.

Ms. Hosterman said she would like to have the opportunity to understand the
evolution of the numbers and where the developer is today and why. To get that kind of
input and make this decision in a few moments time is unfair.

Ms. Ayala pointed out that a different Council made the decision regarding the
amount of the in-lieu park dedication fees years ago. She believed that all Council was
doing was asking the developer to live by the conditions it accepted at the time.

A substitute motion was made by Mr. Brozosky, seconded by Ms.
Hosterman, to postpone $1,370,668 of in-lieu park dedication fees for the
Ponderosa/Busch affordable senior apartment project until January 2005, and to
allow the developer to come back to Council within the next two months with a
request for reduction of the fees.

Ms. Ayala said she would not be supporting the motion, as she believed that
Council was postponing the inevitable. She believed a decision needed to be made, which
is what Council was elected to do.

Mr. Brozosky called for the question.

The roll call vote was taken as follows:
AYES: Councilmembers - Brozosky, Hosterman and Mayor Pict
NOES: Couneilmember Ayala
ABSENT: Councilmember Campbell
ABSTAIN: None

7. MATTERS INITIATED BY COUNCIL

Mayor Pict requested support to present a proclamation at Council's next meeting
to Brian Blank honoring June 14, 2004 as Flag Day in Pleasanton, recognizing Brian's
Eagle Scout project, and encouraging people in the community to participate. Council
agreed.

Mr. Brozosky requested reconsideration of Council's decision at its last meeting
to authorize the request for proposal for the fabrication and the installation of the City
gateway signage. He was having second thoughts on spending $90,000. He was not sure
if there would be enough support for Council to reconsider it.

Mayor Pict did not have any interest in reconsidering the matter.

Ms. Ayala indicated that she had voted against the motion and it was for the
reason of spending that amount of money.

Pleasanton City Council 16
Minutes

05/04/04
