Presentation of Proclamation for Mosquito and Vector Control Week; Mr. John <br />Rusmisel, District Manager for the Alameda County Mosquito Abatement District and <br />Mr. Edgar Centeno, Vice President of the Board of Trustees and Pleasanton <br />Representative, reminded the commtmity of the importance of their surveillance program <br />and increased public outreach in stopping the spread of the West Nile Vires. <br /> <br />Presentation of commendations to Foothill High School students for being selected for <br />the California All-State Honor Band; Mr. Bob Moorefield, teacher at Foothill High <br />School, introduced each recipient and indicated the instrument each student played. They <br />are as follows: Joyce Chen, clarinet; Joann Prado, clarinet; Elisse LaBarre, english horn; <br />Emily Schrader, piccolo; and Robin Mostardi, clarinet. Mayor Pico thanked the students <br />for their hard work, dedication and for setting an excellent example of achievement. <br /> <br />Christine Steiner, representing Citizens For A Caring Community and past member of the <br />Housing Element Task Force, spoke about the recently adopted housing element adopted <br />by the Council, part of which removed barriers that have prevented the construction of an <br />adequate amount of housing for Pleasanton residents at the low income level. The <br />California Depaxh,ent of Housing and Community Development conditionally approved <br />the Housing Element pending the effective and timely implementation of the General <br />Plan and rezoning strategies included in Program 921. The deadline for implementation <br />of the required rezoning is approaching. Citizens For A Caring Community urged <br />councilmembers of the need to move forward with the rezoning of identified properties. <br />It costs little and fulfills Pleasanton's immediate obligation and commitment to HCD. <br />She recognized that the issue of limited funding for the housing need is a great concern <br />for everyone. <br /> <br />Nancy Freedom, former librarian at the Pleasanton Branch of the Alameda County <br />Library, announced a public forum called "Can We Be Safe and Free - the USA Patriot <br />Act and Our Freedoms" cosponsored by World Cultural Alliance at Los Positas College <br />and the Save Our Rights Coalition of the Tri-Valley. This event is scheduled to take <br />place on Wednesday, April 25th at 7:30 in the Little Theater. Admission and parking is <br />free. <br /> <br />Steve Ward thanked councilmembers for the letter sent to Livermore regarding the <br />Livermore Airport expansion. He said the letter represented everything important to <br />Pleasanton residents such as traffic, safety, air quality and quality of life. He found this <br />ironic because of the same concerns residents have concerning the recently approved <br />California Splash project. He asked for reconsideration of Council's vote. He wanted to <br />know what recourse the residents have to overturn this approval. <br /> <br />Kevin Close proposed to councilmembers to reserve from the existing housing cap of <br />29,000 homes, the 100+ homes already proposed in the PUD to help finance the bypass <br />road on the Spotomo property.
