will come into the neighbors' backyards. She commented on the noise attributed to the <br />motorboat races, which reverberates throughout the Vintage Hills neighborhood. She <br />believed additional studies needed to be conducted in depth to address noise. She <br />believed traffic would increase, which would generate more people, which would mean <br />more cars and more cars equal more pollution. She did not believe this area was the <br />appropriate venue for a project oft}ds size. The project should be located next to a <br />freeway and away from residential areas. She also believed that the majority of <br />Pleasanton youth could either not afford to attend this water park or would even want to <br />join it or be a part of it. What the youth do want is a Youth Center and a BMX Park. She <br />questioned how the BMX Park was tied to the expansion of the water park. She urged <br />Council to separate the two issues and provide the youth of this community what they <br />want and can afford. She asked Council to heed the Planning Commission's decision and <br />say no to the expansion of this water park. <br /> <br /> Laura Danielson, 2349 Romano Circle, an adult member of the Youth Master <br />Plan Implementation Committee, believed Mr. Kirstead did an amazing job of listening to <br />the concerns of the Committee. He responded positively to the concerns that were <br />brought up about issues that residents have been expressing in the surrounding <br />neighborhoods. Alter listening to all of the information, she noted that the Youth Master <br />Plan Implementation Committee voted unanimously to support the expansion of the <br />water slides. She pointed out that there are not enough attractions in Pleasanton for the <br />youth or safe and secure places for them to gather. She asked Council to reject the <br />Planning Commission's decision and approve the expansion of the water park facilities. <br /> <br /> Cindy McGovem, 9206 Longview Drive, believed the process for public <br />comments this evening was not fair. She believed the public comment portion of the <br />public hearing should be an interaction where people are called at random and allowed to <br />state their opinions. As Chair of the Youth Master Plan Implementation Committee, she <br />stated that it was the Committee's unanimous decision, with Councilmember Bmzosky <br />abstaining, to approve the expansion and remodeling of the water park. The Committee <br />reached this decision alter reviewing the Youth Master Plan. The Youth Master Plan has <br />four sections, which directly relate to the expansion of the water park. The four sections <br />are: childcare and supervised activities, healthy kids and families, jobs and leadership, <br />and building a Community of Character, which is two-thirds of the entire Youth Master <br />Plan. The Committee wants to have age appropriate, supervised, safe, positive, and <br />enriching social opportunities for youth. The Committee seeks to provide these <br />opportunities through public partnerships. The City and the School District were never <br />meant to fulfill all of the goals and objectives of the Youth Master Plan; partnerships <br />must be formed. A partnership with EBRPD makes sense. The City will also need to <br />continue to form partnerships to implement the entire Youth Master Plan. She mentioned <br />that Mr. Kierstead met with the Committee on a continual basis. He has incorporated in <br />his plan many of the items that the Committee requested. The Committee requested <br />quality staffing and security, including mature adult supervision at all times to ensure a <br />standard of consistency.
