She understood that the developers <br />conducted an informal survey in the Shadow Cliffs subdivision in which the majority of <br />the homeowners in this location supported the expanded water park. Based on her <br />conversations with Mr. Wolfe, member of the Board of Directors of the Shadow Cliffs <br />Village Homeowners Association, he was concerned about the validity of the developer's <br />claim that the majority of the residents in Shadow Cliffs favor the expansion. She pointed <br />out that 25 percent of residents in Shadow Cliffs are renters, which means that they are <br />only temporary residents of Shadow Cliffs and not affected by the risk of declining <br />property values. Based upon what she has learned over the past few months regarding <br />the increased traffic, noise and off-site parking in residential areas with the possibilities <br />for increased crime, she believed that Shadow Cliffs and other residential neighborhoods <br />in the vicinity of the water park would suffer a relative decrease in property values if the <br />water park were expanded. She urged Council to protect and preserve the quality of the <br />community's homes, neighborhoods and life styles by upholding the decision of the <br />Planning Commission and voting against this project. <br /> <br /> Cameron Sullivan, 6334 Camino del Lago, a member of the No Water Park.eom <br />organization, discussed the percentage of the total amount of Pleasanton residents that <br />would visit the water park, and the location of the water park and why it is the worst <br />possible location. She pointed out that from 1-680, southbound travelers need to drive <br />five and a half miles to reach Shadow Cliffs, and northbound travelers need to drive four <br />miles. From 1-580 travelers need to drive five miles to reach Shadow Cliffs and from <br />other parts of Dublin, it is approximately five miles. She compared this to Waterwofld in <br />Concord where the water park is barely a mile from 1-680 and less than a mile from <br />Highway 242. She also noted that Waterworld is surrounded by office buildings and not <br />residential areas. She noted that Manteca Water Slides is located three miles from Route <br />20 with nothing surrounding the water park. Raging Waters in San Jose is located less <br />than two miles from 1-101 and less than one mile from the Capital Expressway. When <br />one considers the distances between any major roads or freeways and Shadow Cliffs <br />Regional Park, it is obvious that Pleasanton would have a completely different set of <br />circumstances than these other cities. These are circumstances that cannot be mitigated. <br />Logistics to and from the freeways are critical for many reasons, one of which happens to <br />be that the developers are arguing that people coming to the water park will primarily be <br />Pleasanton residents. She referred to the report conducted by William L Harrison on <br />behalf of California Splash, and noted that the report implies that 53 percent of the people <br />who will attend the water park are coming fi'om Pleasanton or the area. She provided <br />background information about the firm of William L. Harrison and noted that this firm <br />performs feasibility studies for developers of amusement parks, with heavy emphasis on <br />water parks. When she contacted this company to see how it reached 53 percent, she was <br />told that this information was proprietary information and could not be shared. She <br />looked at the report and saw that the Pleasanton area was defined as a 5-mile radius <br />around Shadow Cliffs. Based on her calculations, she discovered that two-fifths of the <br />developed space in that 5-mile radius is Pleasanton. The remaining three-fifths of the <br />developed space is Livermore and Dublin. Therefore, she did not believe the amount of <br />visitors coming from Pleasanton was 53 percent; it would onlybe about 21 percent.
