would want to save on the parking fees. The person that parks at California Splash is
probably someone who is using the park for fishing or going to the lake and once
someone gets into the park, the rest is free. He asked the applicant how many trees it was
going to plant.

Ms. Knutson believed 248 new trees would be planted in addition to the trees that
will be relocated or kept on the site.

Mr. Brozosky asked how many patrons visit the water park per year.

Ms. Knutson said that on the high side, 50,000 people visited the water park per
year.

Mr. Brozosky was aware that the attendance was down as the water slides were
not new. He asked for the attendance at its highest peak.

Ms. Knutson mentioned that there is a delay factor involved in the water park
industry. The first five years builds the business and after that time frame, business either
levels offor tapers. During the period of 1981 to 1984, California Splash's peak
attendance was over 1,000,000 patrons per year.

Mr. Brozosky mentioned that Council had received correspondence that provided
statistics as it related to safety for the water park in Concord and the calls the police
department received. He asked the Pleasanton Chief of Police Tim Neal and the EBRPD
Chief of Police Norman Lapera to comment on the information Council had received and
address any other concerns.

In response to an inquiry by Ms. Ayala, Ms. Knutson provided an aerial
photograph that illustrated Remillard Road and the trail.

Mr. Campbell believed there should be an extension further to the west to link to
other existing trails from Remillard Road to the levy.

Mr. Swift indicated that there is another trail road but the dirt road currently
comes to the top of the levy. He pointed out that there is a sign along the street that
anyone can follow to get to the same levy. It would be easy to add a trail if that is what
Council desired, but the trail was in fact relocated.

In responses to an inquiry by Ms. Hosterman, Ms. Knutson said that there are no
public announcement speakers currently at the water park. She mentioned that a new
sound system, an emergency broadcasting system, would be added and will be used in
case of an emergency. The sound system will not be used for piping loud music. The
sound system will also be used to provide directional assistance at the front entrance
guiding people to go into specific aisles to enter the park.

Pleasanton City Council 17 03/16/04
Minutes
