Mr. Kinzel said that some of the questions needed to be addressed by the <br />applicant. TJKM Traffic Consultants takes the most conservative or worse case scenario <br />and they do not worry about the intermediate numbers. TJKM Consultants takes the <br />biggest number and compares it with the traffic and the traffic model, which is existing <br />plus approved. He believed the 3,769-patron number represented a weekend condition. <br />He provided a traffic comparison as it compared to the existing Sports Park and noted <br />that traffic is 4,000 to 8,000 vehicles per day on the weekends. This traffic volume is two <br />to four times the amount of traffic that is expected to be generated by the application to <br />expand the existing water park facilities at Shadow Cliffs Regional Recreation Area. He <br />pointed out that there are surges of traffic at the Sports Park, which he did not believe <br />would occur at the water park. <br /> <br /> Ms. Hosterman believed Mr. Kinzel's traffic report to be general in scope and <br />ambiguous. She believed it did not provide Council solid traffic numbers to work with, <br />particularly given that the City of Pleasanton is located on the 1-580/1-680 interchange. <br />Council is concerned about continually impacting neighborhoods with cut-through traffic. <br />Council is currently looking at policy objectives and what direction it will take, and <br />because of this, it was important to her that she be clear in delivering good information to <br />the community on exactly what kind of traffic numbers would be generated and when <br />traffic would be generated. <br /> <br /> Ms. Ayala agreed with Ms. Hosterman's comments. She noted that traffic is the <br />biggest overall issue in town. If the project is done in phases, Council knows that with a <br />conditional use permit it can stop a second phase if it is not comfortable with what has <br />occurred. Council can also makes changes to the first phase. She believed it would be <br />more beneficial to concentrate on Phase I rather than trying to digest all of the phases for <br />this project because Council knows it has control over the remainder of the project. She <br />pointed out that information is being produced on websites that mentions an increase of <br />1,100 vehicles, which will be generated coming and going from the project site on a daily <br />basis. She asked if this figure was correct? <br /> <br /> Mr. Kinzel said that on a typical weekday in the summer when the water park is <br />open, there would be about 750 vehicles, half of those vehicles coming to the site and the <br />other half leaving the site. On a weekend, there would be about 2,000 vehicles, half of <br />those vehicles coming to the site and the other half leaving the site. The traffic numbers <br />represent an average of traffic during the week. During the busiest times of the day, <br />traffic will have a very small impact versus during the remainder of the day when traffic <br />is flowing at satisfactory conditions. The project traffic when added to that will not <br />change. <br /> <br /> Ms. Ayala said that when she reads a sentence that states an increase of 1,100 <br />vehicles she pictures that amount of vehicles coming into the community to Shadow <br />Cliffs.
