Mr. Kinzel believed this was part of the confusion because the project has been <br />expressed in terms of people per year. If traffic engineers use the term "people per year," <br />there would be a lot of numbers associated with a small subdivision. He was trying to put <br />the traffic volume in perspective so that everyone could understand and get a feel for it. <br />He noted that 86 vehicles are about a one percent increase in traffic and there is no <br />change in the level of service. <br /> <br />Ms. Hosterman asked Mr. Kinzel how he reached the figure of 86 vehicles? <br /> <br /> Mr. Kinzel believed 86 vehicles was the number from the report. He stated that <br />TJKM Traffic Consultants are the authors of the report. He was trying to summarize the <br />report this evening. He was trying to provide a perspective as how this compares to <br />things that are elsewhere in town. <br /> <br /> Mr. Brozosky mentioned that he had requested detailed traffic information, which <br />he believed Council already received with its agenda packets. <br /> <br /> Ms. Hosterman asked Mr. Brozosky if he was stating that he had information to <br />support what Mr. Kinzel was telling Council, that there will never be in the future more <br />than an 86 additional vehicles? <br /> <br /> Mr. Kinzel said that he had quoted the figure of 5,990 as the peak hour traffic on <br />the weekdays. He noted that the water park would be open for a little over three months, <br />and pointed out that during this time, the busiest days at the water park would be any <br />weekend day. The peak traffic on the weekends would be around 2,400 vehicles per day <br />with about 10 percent of it in the busiest hour. The peak hour traffic is dramatically <br />reduced on the weekends by about 60 percent. The City's Traffic Engineer's <br />interpretations of the traffic model was that comparing the traffic numbers on the <br />weekends and weekdays, the intersection at Valley Avenue, Stanley Boulevard, and <br />Bemal Avenue never exceeds LOS C during any weekend time period. With the addition <br />of the project, traffic will continue to not exceed LOS C. As mentioned earlier, the 86 <br />increased vehicles are during the time when the intersection is at its busiest, which is on <br />the weekdays. He pointed out that half of the traffic that will occur on a weekly basis <br />will occur on Saturday and Sunday, and the other half is spread out over the weekdays. <br />The peak traffic for the water park is different in that it is spread throughout the day <br />rather than focusing on the peak hours. <br /> <br /> Ms. Hosterman understood that the number of patrons with a maximum peak day <br />would be 3,769 after the fifth year of operation. She asked if these figures were based on <br />the beginning of the project and five years from now? She also asked if the phase in of <br />the project was to be over a six-year period?
