Pleasanton shareholders, individuals, focus groups, and community groups to understand
and address their concerns. The Board supports the water park project, as it believes it
enhances safe, family recreation at Shadow Cliffs. EBRPD appreciates the courteous and
professional assistance that has come from the Pleasanton city staff.

Glenn Kierstead, 6541 Regional Street, Dublin, applicant, said he approached
EBRPD about three years ago to review this project. He noted that an expansion was not
done previously because there was not enough parking to accommodate the facility.
EBRPD staffand its Board of Directors and individual members of the City's Parks and
Recreation Commission, Youth Commission and Youth Advisory Master Plan
Committee, have given their input and recommended approval of this project. He is
accepting the conditions that have been placed on this project. The additional year in this
process was helpful, as he now understands better what his responsibility is to Pleasanton
and its residents. He pointed out that he has been an employer in this type of business for
23 years, and there have been no problems that he was aware of for Pleasanton. He is
proud to be a member of community organizations and has a wide range of support fi.om
the youth and community. He supported the DARE Program and worked with many
organizations in the Valley to give them discounted rates and even free rides for
handicapped individuals. After 22 years, this park is ready to be rebuilt and
reconditioned. The water park can be expanded now because California Splash LLC has
six acres of additional parking that it did not have in 1987. During the last two years,
California Splash LLC has been operating at a deficit. He believed it would be a shame to
lose this water park and the water slides. The expansion of the water park facilities will
allow California Splash LLC the opportunity to refurbish and update the water slides, and
provide a great time for all of its guests. The new water park will have summer camps
for the youth. The youth will be trained in CPR, lifesaving and water skills and will end
up with a junior lifeguard certificate or a lifeguard certificate. California Splash LLC has
joined the Community of Character and is directing its summer programs to be part of
this program, and instructing its young employees in the community of the character
issues. California Splash LLC will enter into an agreement with its employees that they
will be a part of the Community of Character.

Patrieia Knutson, 2547 Freitas Way, Fairfield, representing California Splash
LLC, said that it is California Splash's vision and goal to provide safe, quality recreation
that fit the character of this community. California Splash LLC wants to provide a
project that is sensitive to the environment and the neighborhood, a good financial deal
for the City of Pleasanton, which will be at no cost to the taxpayers or the City of
Pleasanton. She showed several illustrations, which provided a visual of the amenities
that are planned for the new park. She provided an aerial photograph, which showed the
current boundary of the water slide park. The next illustration showed the border for the
new water park. She said that all of the new attractions that have been proposed would
remain within the same boundaries as they are now. The only change to the footprint is
the addition of the overflow parking lot located on the former De Silva property, which
will only be used as needed for overflow parking. She provided another aerial
photograph, which showed the location of Pleasanton and how the new water park will be
situated, as well as its proximity to the neighborhoods. She provided a colored version of

Pleasanton City Council 11 03/16/04
Minutes
