well maintained and safe regional park. A land use plan for Shadow Cliffs was adopted <br />by EBRPD boardmembers in 1989. The expansion of the water park plan was identified <br />in that plan. This plan has now come before Council as a result of the development <br />process. After three public hearings, the EBRPD Board adopted an amendment to the <br />1989 Master Plan that incorporated the specifics of the proposed expansion, mostly to <br />add the De Silva property to its park so that it could serve as overflow parking, and as a <br />response to the request of the City of Pleasanton to include a BMX facility. Because of <br />its compatibility, the EBRPD Board approved the plan amendment. The Board believed <br />the BMX facility to be compatible with the overflow parking. He mentioned that the <br />lakes parks are the District's most popular recreational facilities, and Shadow Cliffs <br />recreation area is among the most popular in the system, second only to Del Valle. <br />Shadow Cliffs is extremely popular for families with young children and it is popular <br />because the park is clean, safe and a great bargain. EBRPD is very proud of the Shadow <br />Cliffs facility and is doing everything it can to keep it available to families. Shadow <br />Cliffs, like ail of the District's lakes parks, provides a wide variety of recreational <br />activities, including swimming, boating, fishing, picnicking, riding a bicycle, and playing <br />sports on the open fields. Since 1981, Shadow Cliffs has also provided a water slide. <br />The water slide facility has served the recreational needs of the area well, but it has come <br />to the end of its useful life and should be refurbished and redeveloped to continue its <br />outstanding safety record in serving the needs of a larger community. EBRPD considers <br />all proposals for the regional parks in light of four basic criteria: (1) does it provide safe, <br />attractive recreation for park users; (2) is it environmentally sensitive; (3) does it fit with <br />and serve the character of the community; and (4) does it make financial sense to <br />taxpayers? A redevelopment and expansion of the water park meets these important <br />criteria. It will be a modem, state of the art facility; family oriented, operated in <br />coordination with the EBRPD and built in phases regulated by the City of Pleasanton. <br />The project will recycle former quarry pits, and has been carefully designed to fit the site <br />in order to be compatible with its park setting and the adjoining community. The <br />expanded facility will train and employ young people from the surrounding communities <br />and will be operated in accordance with the standards of Pleasanton's Community of <br />Character. The project is also responsible to taxpayers. The water slide once contributed <br />significant support to EBRPD in this location, but in 2002, revenues fell $340,000 short <br />of expenditures at Shadow Cliffs, a cost that was ultimately passed on to taxpayers. A <br />redeveloped, modem water slide facility would allow the District to continue to provide a <br />clean, safe and affordable lake park. For the past 22 years, Rapids Water Slide has been <br />amongst EBRPD's most reliable, safest and cooperative concessionaires. Everyttfing <br />they said they were going to do, they did and every payment was made on time. The <br />facility operated extremely well with virtually no public safety problems associated with <br />it. It was EBRPD's hope that this partnership could be continued in order to serve the <br />community of park users at Shadow Cliffs through this process. <br /> <br /> Ayn Wieskamp, 2950 Peralta Oaks Court, a Director of EBRPD, said that on <br />behalf of the entire board, the EBRPD Board of Directors appreciates its continuing <br />partnership with the City of Pleasanton to meet park and recreation goals for the Tfi <br />Valley.
