She pointed out that there are never enough fields for practice and <br />there is hardly enough room for the number of teams that show up to practice at our <br />neighborhood schools, much less the Sports Park. She did not believe the community <br />needed more houses, shopping and office space. <br /> <br />Mayor Pico closed the public testimony. <br /> <br /> It was moved by Mayor Pico to approve the staff recommendations for the <br />design competition with the modifications that the Youth Commission be included <br />as one of the review boards, and that the design competitors include, at a minimum, <br />a design plan that incorporates ali of the elements of the initiative that is currently <br />being circulated. <br /> <br /> Ms. Ayala said that the only part of the motion that she is uncomfortable with is <br />the inclusion of the elements of the initiative. <br /> <br /> Mayor Pico said the initiative is being circulated and he believes the petition will <br />qualify for the ballot. He wanted to make sure that Council incorporated the provisions <br />of the initiative into the design competition so that if the initiative passes, any design <br />competition has incorporated the provisions of that initiative. <br /> <br /> Ms. Ayala agreed but the initiative only talks about a 30 to 50 acre community <br />park. She believed Council wanted the whole 105 acres to be planned. <br /> <br /> Mayor Pico said there is nothing that indicates that Council is not going to plan <br />the entire acreage, but wanted to make sure that Council incorporates the provisions of <br />that initiative into at least one design plan that is submitted by each of the competitors. In <br />addition, the designers can also provide an unconstrained plan. <br /> <br /> Ms. Ayala said she would like to try a substitute motion and then she would <br />explain why. <br /> <br /> Ms. Ayala made a substitute motion to approve the staff recommendations <br />for the design competition with the following modifications: the Youth Commission <br />is to be included as one of the reviewing boards; and the entire acreage is to be <br />designed without any restrictions as to certain uses in certain areas but the design <br />must be up to eight lighted sports fields, provided that the baseball fields are to be <br />placed close to existing infrastructure so as to be conducive to construction as early <br />as possible. <br /> <br /> Mr. Brozosky seconded the substitute motion but asked for friendly <br />amendments. <br /> <br /> Mr. Campbell asked Ms. Ayaia to clarify her substitute motion, as he did not <br />understand what she was saying. <br /> <br />Pleasanton City Council 17 03/02/04 <br />Minutes <br /> <br /> <br />
