Mr. Johnson said yes, or allow a youth member from the community to be on one <br />of the juries. <br /> <br /> Mr. Brozosky referred Mr. Johnson to page seven, item nine, of the staffreport, <br />which outlined the input forums for the Civic Arts Commission, the Parks and Recreation <br />Commission, the Planning Commission, and the City Council. He believed this would be <br />the appropriate place to add the Youth Commission. He asked Mr. Johnson if he would <br />be happy with that? <br /> <br />Mr. Johnson said yes. <br /> <br /> Julie Lewis, 233 Junipero Street, wanted more history because in all of the <br />discussions that have been occurring, something passed by her. She asked at what point <br />and when did the voters create the 45-acre park? <br /> <br />Mayor Pico said the voters have not voted. <br /> <br />Ms. Lewis said she tries to vote in every election and did not remember this. <br /> <br /> Mayor Pico said there has not been a vote on the 45-acre park, but the citizens of <br />the community are proposing an initiative, which has been written, and signatures are <br />being gathered. The proponents of the initiative are ready to put this on the ballot, which <br />he was sure would qualify for the ballot. He noted that the people of the City of <br />Pleasanton are going to vote on this particular initiative one way or another. He believed <br />that the only issue present this evening was whether or not Council asks, as part of the <br />design competition, to include the elements of the initiative so that if the initiative does <br />pass, any design that Council had for this property includes the initiative's elements so <br />the City does not waste any more time. <br /> <br /> For clarification, Mr. Brozosky pointed out that when the City purchased the land <br />from the San Francisco Water District, Council approved a Specific Plan. Phase I of the <br />Specific Plan contemplated a 30 to 50 acre community park in a certa'm area. Any other <br />uses outside of the community park area, requires a vote of the people. <br /> <br /> Ms. Lewis believed it was a wonderful opportunity to integrate the needs of this <br />community altogether in a public process. She mentioned that she had attended many <br />meetings when the City first obtained the Bemal property and was present when someone <br />suggested an integrated vision of putting everything together. She thanked Council for <br />making this an opportunity to allow for discussion and for bringing the competition <br />process to the community, even for people who are not a part of an organized group. She <br />believed the design competition was a wonderful opportunity for people of all walks of <br />life to come together and to celebrate youth, middle age, elderly people, sports, music, <br />and nature.
