idea. She mentioned that this idea came from both members of the Council and from
staffmembers.

Mr. Brozosky asked about a previous process where park benches were named in
memory of someone in the community. He asked if this process went to Council for
approval or to the Civic Arts Commission or the Parks and Recreation Commission?

Ms. McKeehan noted that the conceptual idea came forward to Council without a
piece of artwork or any parameters. It then went to the Civic Arts Commission, who
selected a professional to try and select an artist who would prepare the design. Based
upon a specific request, the bench was placed in a specific park as the deceased used to
walk through that particular park. She noted that if Council chose to go in this direction,
the Civic Arts Commission would become involved.

Mr. Brozosky pointed out that the Parks and Recreation Commission had taken
the responsibility of making recommendations for the Callippe Preserve Golf Course. If
Council were to take action this evening, he asked if this process would go to the Civic
Arts Commission, the Parks and Recreation Commission or staff?.

Ms. McKeehan pointed out that the Golf Committee and the Parks and Recreation
Commission have been involved with the clubhouse and the room within the clubhouse.
Separate from the room is the consideration for what would be placed in the room, and if
artwork were to be placed in that room, the Civic Arts Commission would become
involved.

Mr. Campbell was confused. He wondered if Council was discussing Item 6a(1)
or the Parks and Recreation Commission staffreport that was provided today to Council.

Mayor Pico indicated that Council was discussing Item 6a(1). The Parks and
Recreation Commission staffreport was only provided as background information.

Mr. Campbell believed Council was drifting into a discussion on the actual Policy
for Naming Public Facilities.

Mr. Brozosky noted that he originally brought this issue up because the Parks and
Recreation Commission is currently working on the City's Policy for Naming Public
Facilities, and he was not sure if it made sense to take action at that time to pay tribute to
Randy Lum. Based on tonight's discussions, he believed this issue was not the same as
naming a facility after someone. Since the Parks and Recreation Commission had not
finished with the City's Policy for Naming Public Facilities, he believed the Commission
should be asked to address this type of issue so that there is one policy that is complete
and addresses everything. He noted exceptions could always be made.

Ms. Hosterman appreciated Mr. Brozosky's position and comments. She did
support the review of the City's Policy for Naming Public Facilities as she had concerns
about the process for recognizing individuals by naming buildings, rooms, etc. in his or

Pleasanton City Council 6 01/20/04
Minutes
