to have a discussion with the community and find out what the community wants for
rental, ownership, workforce housing, and senior housing. He noted that the Chamber of'
Commerce was very vocal in stating that there needed to be more places in Pleasanton
that could accommodate families who live and work in the community. He believed
Council needed to have a discussion on how much money it wanted to use from the
Lower Income Housing fund for seniors versus families and rental versus ownership. I-Ie
asked if staff knew when these discussions would occur with the community?.

Ms. McKeehan reported that staffis in the process of drafting a memo to Council
explaining that there had been some thought about holding discussions on land use
through the General Plan. If Council wants to proceed with the discussion on land use
sooner, it would need to inform staff.

Mr. Brozosky said that he would like to have these discussions sooner before land
use in the General Plan is even discussed. He believed Council needed to have a clearer
idea of which direction it wanted to proceed before buildings were placed in certain
locations.

Mr. Campbell asked who the current owner is of the 2.76-acre site.

Mr. Bocian stated that Frank Auf Der Maur is a principal owner, but he was not
certain that he was the sole owner of the property.

Mr. Campbell asked if the 2.76-acre site was located in the City of Pleasanton.

Mr. Bocian said yes.

Mr. Campbell mentioned that he would be interested in hearing what EAH's stake
would be and how it would benefit from the project.

Ms. Ayala pointed out that the staffreport made reference to the Del Arroyo
Apartments. She asked who owned it?

Mr. Bocian indicated that the Del Arroyo Apartments were owned in some way
by the AufDe Maurs'. He was unsure of the exact ownership arrangement that the Auf
Der Maurs' had, noted that the development was recently for sale, and staff was contacted
by a number of potential buyers looking for financial assistance. Based on a conversation
that staffhad with agents for this property, it was mentioned that affordability was not an
option. Therefore, staffbelieved the owner would not be looking at bringing affordable
housing to that project.

Ms. Ayala believed the Del Arroyo Apartments was one of the proposed project
locations that the Kottinger Place Redevelopment Task Force would be looking at.

Mr. Bocian noted that the Task Force would not be looking at that particular
development, as the City does not regulate it. The Del Arroyo Apartments site is a

Pleasanton City Council 15
Minutes

01/20/04
