He noted that he and <br />the Hafkers have an agreement, which will allow the Hafkers access to their back lots <br />utilizing his property. He pointed out that the Hafker property is actually located on <br />Sycamore Creek Way and not on Sycamore Road. <br /> <br />Mayor Pico closed the public hearing. <br /> <br /> Mr. Swirl said that staffbelieves the North Sycamore Specific Plan is very clear <br />as it is currently worded, which require both gross density and the minimum lot size. He <br />pointed out that staff had been telling the Hatkers for many months that they needed to <br />apply for a Specific Plan change. Whether or not land was added to the Hafkers or taken <br />away makes no difference. <br /> <br />Mr. Brozosky asked if the FAR came into play at this stage? <br /> <br /> Mr. Swif~ said that the language in the North Sycamore Specific Plan, which was <br />not motioned by Mr. MacDonald, states that it will generally follow the R-1 zoning <br />designations. This language is generally defined to mean the floor-area ratios. <br /> <br /> Mayor Pico stated that he would support staffand the Planning Commission's <br />recommendation. <br /> <br /> It was moved by Mayor Pico, seconded by Mr. Campbell, to deny the appeal, <br />thus affirming the determination of staff and the Planning Commission that the <br />North Sycamore Specific Plan allows two lots on the Hafker property, but to <br />encourage the Hafkers to process a Specific Plan amendment ff it is their desire to <br />subdivide this property into three lots. <br /> <br /> Mr. Brozosky said that he did not have a problem with the extra lot if the <br />neighbors were in full agreement. He was not entirely sure that this would require a <br />Specific Plan change. He would not like to put people through the extra work of <br />preparing and filing more paperwork as well as the cost for something that he believed <br />was minor. <br /> <br /> Ms. Ayala believed common sense should be used when neighbors are trying to <br />improve an area. She pointed out that the neighbors on Sycamore Creek Way are in new <br />homes and would appreciate the improvement of the area.
