The Council Liaison members have a meeting this <br />week with the School Board committee members to discuss one school where the City <br />might be able to obtain three additional baseball diamonds and some soccer fields. The <br />Committee will also be discussing ways in which it can bring the existing fields up to a <br />higher caliber. X~qnile the School District may have land, its primary charge is to teaching <br />children and not to provide the best sports fields that the community wants. He was <br />hopeful that additional fields could be on the Neal Elementary School. He thanked his <br />colleagues for helping to obtain the infrastructure so that the school could actually be <br />built, but pointed out that the actual building of the school would probably be held up due <br />to the litigation with Signature Properties. He believed there had been some confusion <br />with regard to the lighted sports fields for the Bernal property. The lighted sports fields <br />would be included in the design competition. He believed the outcome of this would be <br />available for review at the Bemal Block Party to be held on May 15. Council would be <br />working with the designers so that they could come up with some plans that would show <br />how some of these active and passive uses could be integrated together on a single piece <br />of land. The land that is in the center of the Bemal property is about 108 acres, and he <br />believed a good designer could actually integrate both active and passive uses so that <br />lighted sports fields could be located on the property. The City needs lighted sports fields <br />and the Bemal property was the appropriate place for them. Once the design competition <br />beings and Council finds out the results of it by the end of the summer, Council could <br />g~ve the approval to beg~n designing the lighted sports fields that are needed in this <br />community, which he was committed to doing. Again, he understood the need for <br />additional fields for practice time and league play. The School District has been very <br />cooperative in trying to find property at the schools to make this work. <br /> <br />2. AGENDA AMENDMENTS <br /> <br /> Ms. McKeehan mentioned that an addendum to the agenda identified the <br />presentation to the winners of the California State "We the People" competition. Staff <br />has also received a request from the applicant concerning item 6e, the development <br />review process for Kotfinger Hills, PUD-33, to continue this item indefinitely. Staff also <br />has received an email today pertaining to agenda item 6d, consideration to support Senate <br />Bill x 43 (Poochigan) and Assembly Bill x41 (Maldonado) proposing broad reforms to <br />the Workers' Compensation System.
