concept by Council is to look at existing private locations, it could be done as part of the
motion.

Ms. Hosterman believed Council needed to take the time and look at every
oppommity that is available for the youth of this community. She was impressed with
the youth in this community, especially as represented by members of the Youth
Commission tonight.

Mr. Brozosky mentioned that he is a member of the YMPIC, and it has been fun
to work with the youth in this community. The YMPIC is a "go getter group" and
throughout the entire fact-finding process, Pleasanton youth have been actively involved
in the research, site visits and policy discussions.

It was moved by Mr. Campbell, seconded by Mr. Brozosky, to proceed with
the development of a Request for Proposal (RFP) for conceptual design and master
plan services for a proposed Youth Center, placing no limits on looking at potential
interim or permanent sites within the community.

The roll call vote was as follows:
AYES: Councilmembers - Ayala, Brozosky, Campbell, Hosterman, and
Mayor Pico
NOES: None
ABSENT: None
ABSTAIN: None

Item 6b(1)
Appropriation of funds for the Callippe Preserve Golf Course/Open Space Proiect
and increase in the funding limit for Contract Change Orders. (SR 04:016)

Rob Wilson, Public Works Director, presented the staff report.

Because the $4 million dollars had not been appropriated, Mr. Brozosky asked if
the bonds were not sold?

Mr. Wilson reported that the $4 million dollars is in an account but the funds have
not been appropriated to the project. The bonds were sold at an interest rate that was less
than expected, and because the City was not required to have a reserve, an additional $4
million dollars was realized without additional debt service to the City.

Mr. Brozosky asked if the City had already received the $4 million dollars as part
of one transaction with the sale of the Certificates of Participation?

Ms. McKeehan said yes and noted that staffhoped there would be a smaller
General Fund contribution to the project.

Mr. Brozosky asked for the term limit on the bonds.

Pleasanton City Council 8 02/03/04
Minutes
