Pleasanton Middle School could be used and the fields at Hearst Elementary School <br />could be used, which would eliminate the need to build these amenities. <br /> <br /> Ms. Ayala was hesitant about locating a youth center on the Bemal property, as <br />the Sports Park alone would cost $26 to $29 million dollars, and could potentially double <br />in cost by the time it is completed. She noted that the City would nm out of money. She <br />would not like to see the youth hanging on to an idea when the money and infi:astmcture <br />might not be available. If there was anything in place today that could fulfill the need for <br />a youth center, and an agreement could be entered into for an interim location that would <br />also include an option for a permanent location, it seemed safer. <br /> <br /> Ms. McGovern believed the Council would have the ability to consider an interim <br />and/or permanent location for a youth center, and all the different types of creative ways <br />to fund it. She mentioned that in some communities, the youth center was not totally <br />funded by the City; for example, the City of San Carlos entered into agreements with <br />various types of community organizations who helped with fundraising efforts. She <br />pointed out that the youth of Pleasanton want to find a way to work with Council in order <br />to achieve its goal of establishing a youth center in Pleasanton. The youth would like a <br />commitment from the community that recognizes the importance for a youth center in <br />Pleasanton. <br /> <br />Mayor Pico declared the public testimony closed. <br /> <br /> Mr. Campbell complimented the Youth Commission and Ms. McGovem for their <br />hard work. He mentioned that it is was nice to work with high school students during the <br />day and then come to Council meetings and have youth from the community present <br />flesh ideas and different perspectives to the Council. He thought the presentation was <br />excellent and well researched. <br /> <br /> It was moved by Mr. Campbell, seconded by Mr. Brozosky, to proceed with <br />development of a Request for Proposal (RFP) for conceptual design and master plan <br />services for a proposed Youth Center. <br /> <br /> Ms. Ayala asked if the motion could also direct staff to include, within the RFP, a <br />direction that existing structures within the community be considered if that location <br />could become a permanent place for a youth center. She believed this would offer a <br />short-term solution of accomplishing the goal that the youth are trying to achieve. She <br />commended Ms. McGovem for her dedication and involvement with the youth on this <br />project. <br /> <br /> Mr. Brozosky believed the YMPIC should be allowed the opportunity to address <br />and make a decision regarding an interim location, which could then be brought back to <br />Council. <br /> <br /> Mr. Fialho reported that it was envisioned that existing facilities, both public and <br />private, could be incorporated, as well as desirable, into yet to be built locations.
