fact-finding process, members of the YMPIC feel they have a general idea of what will <br />make a Youth Center successful and cost efficient. She mentioned that the YMPIC and <br />Youth Commission have discussed the concept of an interim location for a youth center <br />but do not support it. The general opinion of the YMPIC and Youth Commission was <br />than an interim location would detract resources, time and energy from the overall effort <br />to establish a permanent location. The YMPIC also discussed, at length, methods that <br />would enable the development of a fundraising plan that does not rely entirely on City <br />funding for sponsored events and programs. She noted that events and programs for the <br />youth would not be stopped just because there is no youth center. She encouraged <br />Council to move forward by approving staff's recommendation. <br /> <br /> Mr. Campbell asked what the Youth Commission thought of the former Galaxy <br />Theater complex as a potential site for a Youth Center. <br /> <br /> Because it was a larger complex, which many people already knew about, Ms. <br />Russman mentioned that this was one of the areas the YMPIC and the Youth <br />Commission looked at. After discussions with the property owner, it did not appear it <br />would be feasible, but if it was, she personally believed it would be a good location to <br />consider because of its size, and because it would be able to accommodate many uses <br />offered by the Youth Center. <br /> <br /> If there were a structure that was similar to the former Galaxy Theater complex <br />where an agreement could be reached for an interim youth center facility that could mm <br />into a permanent facility, according to an agreement with the property owner, Ms. Ayala <br />asked if the Youth Commission would feel more comfortable with an interim site? <br /> <br /> Ms. Russman pointed out that the location for a Youth Center is important and <br />should ideally be located in an area that attracts youth, particularly near public <br />transportation. As an interim facility, she believed it would detract resources, time and <br />energy from the overall effort to establish a permanent location. <br /> <br /> Ms. Hosterman pointed out that at the shared Commission meeting, she clearly <br />heard it mentioned that the Youth Commission wanted to focus on a permanent location. <br />She noted that it would take a great deal of time to get to that point.
