6. PUBLIC HEARINGS AND OTHER MATTERS <br /> <br />Item 6a <br />Feasibility Study for Youth Center. (SR 04:022) <br /> <br />Nelson Fialho, Deputy City Manager, presented the staff report. <br /> <br /> Ms. Ayala pointed out that the former Galaxy Theater complex is vacant. She <br />asked if the consultant would take into consideration what started as an interim location <br />could mm into a permanent location, when looking at locations for a Youth Center? <br /> <br /> Mr. Fialho indicated that determ'ming whether an interim location should be <br />considered or rejected, as a part of this process, would be up to the collective decision of <br />the Council. He viewed it as a two set process, if Council were to decide to pursue an <br />interim facility as part of the Master Planning process. The architect would be directed to <br />scope out existing facilities to identify potential interim uses. The second part of this <br />process would be for the architect to scope out existing locations for a permanent <br />location. <br /> <br /> In response to an inquiry by Ms. Ayala, Mr. Fialho indicated that the Galaxy <br />Theatre could be scoped out either way. <br /> <br /> Mr. Brozosky pointed out that the goals of the Youth Master Plan were given to <br />the Youth Commission last year. <br /> <br />Mr. Campbell asked if there was a proposed timeline? <br /> <br /> Mr. Fialho indicated that no time line had been determined. If Council approves <br />staff's recommendation, it would take staffthree months to develop an RFP and <br />potentially select a consultant by the end of that timefiame. The Master Planning process <br />could take up to one year. <br /> <br />Mayor Pico opened the matter for public comments. <br /> <br /> Priya Shankar, 6806 Corte Munras, strongly advocated the building of a Youth <br />Center and was hopeful that it would be built in the future. <br /> <br /> Caiflin MacDonald, 2654 Calle Alegre, addressed Council in strong support for a <br />Youth Center. <br /> <br /> Lauren Russman, 2459 Via de los Milagros, a member of the Youth Commission, <br />addressed Council in strong support for a Youth Center. As a member of the Youth <br />Master Plan Implementation Committee (YMPIC), she reported that YMPIC members <br />conducted site visits to various youth centers in the Bay Area to assess the physical <br />layout, as well as the programs and activities offered at each facility.
