MEETINGS OPEN TO THE PUBLIC <br /> <br /> Ms. Ayala presented a proclamation to Mike Dutra proclaiming February 14, <br />2004 as "A Day for Hearts: Congenital Heart Defect Awareness Day." <br /> <br />Other Speakers <br /> <br /> John Carroll, 2981 Moreno Avenue, addressed Council in opposition to the <br />Stoneridge Drive to E1 Charo extension. He believed cut-through traffic is a major <br />contributor to traffic congestion in Pleasanton. He referred to an article that was featured <br />in the Pleasanton Weekly, which discussed a program entitled the "Combined Intensive <br />Traffic Enforcement" and highlighted the City's most dangerous intersections. The <br />Combined Intensive Traffic Enforcement Program earmarks dangerous intersections for <br />stepped up enforcement. It was his understanding that the baseline traffic model did not <br />include the West Las Positas interchange. He hoped Council would remove the <br />Stoneridge Extension out of the baseline traffic model as well. <br /> <br /> Jerry Wagner, 6344 Alisal Street, disagreed with the State of City Address that <br />was presented at the Ruby Hills Clubhouse. <br /> <br /> Ms. Hosterman requested that Mr. Wagner address Council in a civil manner and <br />to refrain from attacking Council and staff. <br /> <br /> Mayor Pico pointed out that anyone addressing Council is asked and encouraged <br />to comply with the Community of Character elements. While the comments made by Mr. <br />Wagner are not encouraged, he believed everyone has the right to free speech, and he <br />would not prohibit anyone from exercising his or her freedom of speech in this forum. <br /> <br />There were no further speakers. <br /> <br />Pleasanton City Council 3 02/03/04 <br />Minutes <br /> <br /> <br />
