Ms. Hosterman believed that the greatest possibility for variation in final pricing <br />based on potential Change Orders would be related to the Clubhouse. She asked staffifit <br />could state with any certainty that the remaining Change Orders between today and when <br />the Golf Course was completed would be centered on the Clubhouse construction? <br /> <br /> Mr. Wilson indicated that most of the unforeseen conditions in the field for the <br />construction of the Golf Course have been identified, and he did not anticipate any <br />further increases in Change Orders for those conditions. Because construction has not <br />begun, the area for the most potential in Change Orders is the Clubhouse. He anticipated <br />that there would be some changes in the plans in terms of how the Clubhouse is built <br />versus what the plans actually would show. The question at that point will be <br />management of costs, and could something be traded for something else, or are there <br />different types of materials that would save the City money. He reported that the Golf <br />Course has been graded, and staffis working on the final shaping of the Golf Course <br />itself. He noted that the irrigation and drainage is mostly complete and the planting is <br />almost complete, which will greatly reduce the exposure the City has to Change Orders. <br />Again, the only area that is the "unknown" is the Clubhouse. <br /> <br /> Ms. Hosterman reiterated comments from a previous discussion and stated that <br />the Callippe Preserve Golf Course was not business decision based. It was a community <br />driven project. <br /> <br /> Ms. Ayala pointed out that she had worked on the General Plan pertaining to the <br />Callippe Preserve Golf Course, and mentioned that the Bemal property was one place <br />where the golf course could have been located, which would have been at the southern <br />end of Pleasanton's border. The idea was to feather growth out to Open Space. The <br />original plan that came forward to the General Plan Review Committee was at least for <br />800 houses in the Happy Valley area, and no one wanted that many houses to be located <br />in that area. She pointed out that this total project, including the Open Space, is about <br />500 acres and the San Francisco property is also about 500 acres. She reminded Council <br />that Greenbriar paid $126 million dollars to San Francisco, and noted that the City was <br />fortunate to get the 320 acres also out of that project. The City received a good deal if <br />compared to the $126 million dollars that Oreenbriar paid to San Francisco. She was not <br />pleased that the Callippe Preserve Golf Course project started out at such a low figure <br />and has escalated. She referred to line item 9 of the Change Orders and asked if the City <br />had to upgrade Alisal Street in order to accommodate all the temporary golf course <br />traffic? <br /> <br /> Mr. Wilson noted that a better street section was built than what was previously <br />there, and that Alisal Street is designed to accommodate the golf course traffic. <br /> <br /> Ms. Ayala asked if the bypass road had been constructed, would it have to be <br />designed at the same grade level as has been constructed? <br /> <br />Mr. Wilson said yes. <br /> <br />Pleasanton City Council 14 02/03/04 <br />Minutes <br /> <br /> <br />
